SUBJ=CT: Review County ordinance code applicable to Residential Second
Units ("Granny Units" ) for potential updating in terms of
appropriate land use applications.
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)i BACKGROUND AND JUSTIFICATION
Recommendations :
Refer to County Counsel and Community Development to review County ordinance
code applicable to Residential Second Units ("Granny Units" ) for possible
amendment. Review the County ordinance applicable to "Granny Units" for
potential updating in terms of appropriate land use applications.
Update or amend the ordinance to determine if restrictions need to be
applied or if the ordinance should be amended, to limit or restrict the
"Granny Units" to a certain set of relatives (consanguinity) .
Background:
The Residential Second Unit Ordinance was enacted in 1982 and amended in
1987 .
There has been confusion as to the definition of Residential Second Units,
sometimes referred to as "Granny Units, " and complaints, as well as
allegations of abuse of this ordinance.

The Board discussed the above proposal, including the benefits of Residential
Second Units.
IT IS BY THE BOARD ORDERED that County Counsel is REQUESTED to prepare a report
on the provisions of the current residential Second Unit (Granny Unit) Ordinance, and
the range of the Board's discretion in this area of regulation.
