SUBJECT: TRANSFER OF RESPONSIBILITY FOR PARATRANSIT COORDINATING
COUNCIL TO THE CONTRA COSTA TRANSPORTATION AUTHORITY
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
. 1 . AGREE to transfer the responsibility for the Paratransit
Coordinating Council to the Contra Costa Transportation
Authority, in accordance with the action of the Contra Costa
Transportation Authority at its June 16, 1993 meeting.
2 . APPROVE and AUTHORIZE the Chairman to send a letter to the
Contra Costa Transportation Authority formally agreeing to the
transfer of responsibility for the Paratransit Coordinating
Council, effective August 1, 1993.
BACKGROUND:
On March 2, 1993, the Board of Supervisors asked staff to write to
the Contra Costa Transportation Authority (CCTA) , outlining the
issue of whether administrative responsibility for the Paratransit
Coordinating Council should rest with the Board of Supervisors or
the Contra Costa Transportation Authority and requested that the
CCTA discuss and then advise the Board of Supervisors what the
Authority' s preference is.
The CCTA has discussed this issue and, at its June 16, 1993
meeting, agreed to assume the responsibility for the Paratransit
Coordinating Council . Both the Transportation Partnership Advisory
Committee and the Paratransit Coordinating Council have endorsed
this action.

SUBJECT: Report on Transferring Responsibility for the
Paratransit Coordinating Council to the Contra
Costa Transportation Authority
BACKGROUND
The Internal Operations Committee directed staff, on February 22 ,
1993 , to coordinate with the Transportation Partnership Advisory
Committee (TPAC) , a Sub-Committee of the Contra Costa
Transportation Authority (OCTA) , to consider the transference of
the Paratransit Coordinating Council (PCC) responsibility to the
CCTA.
Since then, at the June 16, 1993 meeting, the CCTA formally took
the position to assume the responsibility of the PCC. Both TPAC and
the PCC endorsed this action.
RECOMMENDATION
Direct staff to develop a Board Order and Resolution to transfer
the PCC responsibility to the CCTA.

SUBJECT: REQUEST FROM DELTA 2000 THAT THEY BE AUTHORIZED TO ASSIST IN
RECRUITING APPLICANTS FOR BOARDS, COMMITTEES AND COMMISSIONS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. ENDORSE the effort being made by Delta 2000 and its Cultural
Sensitivity Committee to increase the participation of
minorities and East County residents on Contra Costa County
boards, committees and commissions .
2 . REQUEST staff from each Board Member' s office to cooperate
with Delta 2000 's recruitment efforts for those appointments
which do not go through the Internal Operations Committee,
particularly where a Board Member may be seeking additional
women and minority applicants .
3 . REQUEST staff to the Internal Operations Committee from the
County Administrator's office to serve as a liaison between
Delta 2000 and the Board of Supervisors for Delta 2000 ' s
recruitment efforts on behalf of minorities, women and East
County residents, particularly for those appointments which
are coordinated by the Internal Operations Committee.
4 . REQUEST the County Administrator's office to make a current,
complete copy of the "Maddy Book" available to Delta 2000 .
5 . REQUEST the Clerk of the Board of Supervisors to furnish Delta
2000 with all updates to the Maddy Book as they are issued, at
no cost to Delta 2000.
6 . REQUEST the Clerk of the Board of Supervisors to furnish Delta
2000 with a copy of all vacancy postings as they are issued,
at no cost to Delta 2000.

7 . REQUEST all County departments which staff boards, committees
and commissions to see Delta 2000 as a resource for minority,
women and East County residents who may be interested in
serving on boards, committees and commissions .
8. REMOVE this item as a referral to our Committee.
BACKGROUND:
On May 11, 1993, the Board of Supervisors referred to our Committee
a request from Delta 2000 that they be officially authorized to
assist the Board of Supervisors in recruiting applicants for
various boards, committees and commissions, with an emphasis on
recruiting women, minorities and East County residents.
On June 28, 1993, our Committee met with Ruth Goodin, Executive
Director of Delta 2000 and Theresa Saunders, a member of Delta
2000 ' s Cultural Sensitivity Committee and a Vice Principal at
Antioch High School.
The Board of Supervisors has traditionally had difficulty getting
a representative group of East County residents to be interested in
serving on County advisory boards, committees and commissions . In
addition, we have had difficulty recruiting women and minority
candidates for many advisory boards, committees and commissions.
Delta 2000 ' s Cultural Sensitivity Committee has initiated a Board
and Commissions Recruiting Project for three purposes :
A. To increase the awareness of East County residents about the
opportunities available to serve on boards, committees and
commissions appointed by the Contra Costa County Board of
Supervisors .
B. To increase the participation of minority and East County
residents on Contra Costa County boards, committees and
commissions .
C. To provide orientation sessions for East County residents who
are interested in applying for Contra Costa County boards,
committees and commissions .
We believe that Delta 2000 can serve a very real and important
function by providing this additional recruitment resource for
women, minorities and East County residents. We have, therefore,
formulated the above recommendations, which we believe will assist
Delta 2000, the Board of Supervisors and the participation of
women, minorities and East County residents in the work of Contra
Costa County.
