SPECIFIC REQUEST(S)OR FtEcommENDATION(S)b BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION AUTHORIZE the Director, Community Services Department, or her designee to execute Amendment 3 to Child Development Contract #CD- 0722 with the State of California, Department of Education, for the period July 1, 1992 to June 30, 1993 , for provision of child development services, to amend by inserting revised page(s) which are attached hereto and by reference incorporated into the contract. Except as amended all terms and conditions of the original agreement shall remain unchanged and in full force and effect. II. FINANCIAL IMPACT The amendment changes some of the language in parts of the contract. The contract has been previously included in the department's budget for 1992-93 . This amendment does not cause an Appropriation Adjustment. There are no County funds involved. III. CONSEQUENCES OF NEGATIVE ACTION A decision not to approve this Amendment could result in the loss of needed Child Development services to eligible County residents. Since current licensed capacity and Title V staffing ratios. do not provide sufficiently for meeting our contracted CDE within our current center base we plan to expand into satellite home to serve younger children. .The Contra Costa County Task Force has identified infant care in West Contra County as the population most undeserved in our County and in greatest need of service. Richmond has the highest rate of teen pregnancy and drug exposed babies in Contra Costa County. We propose to serve the infants of these families as well as pre-school and kindergarten children we are now serving. .The greater Richmond area is a multi-ethnic community with the majority of the population being black followed by Hispanic, Asian and white populations. Richmond is an economically depressed community. Staff will be recruited from the community using the steps in the affirmative action program proscribed by Contra Costa Co. Personnel Department. Staff will be selected based upon Title V and Title XXII requirements attempting to hire the most highly qualified applicant from the approved list and to provide orientation and in-service training to them. As available position come open, current staff will be encouraged to apply for those positions for which they are eligible. The County Personnel Department posts all open positions on the employee bulletin board at each work site. In-service education is offered regularly, both on site and by the County Training Center. The local Community College hold some workshops at our sites. In addition the program provides opportunity for staff to attend workshops and conferences appropriate to their job requirements. Staff have input in the development of in-service programs and workshops. In addition, teacher assistants are required to take college units in child development until the have a minimum of twelve. After acquiring twelve units employees are encourage to work toward a Children's Center Instructional Permit. Job titles and pay scale have been designed to encourage advancement. All other records are review annually or more often if needed. .Parents are required to provide a medical and social history for each child. .Children are observed informally during the first two weeks of attendance. .New children are evaluated by a needs assessment with in their first month to plan for their instructional program. Other conferences are scheduled as the need arises. .Parents are invited through questionnaires to give their input to and evaluation of the. program. .Parents are invited to participate in the PQR. .Parents are invited to volunteer their time. and/or services to the program. .Parents receive informational material through flies and newsletters. .Parents are invited to planning sessions, workshops, field trips, children's performances, fund raising events and pot-luck dinners, IV.
