SUBJECT: Approve Agreement (Amendment) #29-387-2 with the State of
California Office of Traffic Safety
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chair, Board of Supervisors, to execute on
behalf of the County, Traffic Safety Project Agreement (Amendment)
#29-387-2 (State #90-SE-03) with the State of California Office of
Traffic Safety, effective May 1, 1993 , for the County's "Safe
Roads/Safe Families" Bicycle and Pedestrian Safety Project. This
amendment extends the term of the agreement through September 30,
1993 , with no change in the original payment limit of $469, 892 .
II. FINANCIAL IMPACT:
Approval of this. amendment will extend the term of the agreement
through September 30, 1993 , with no change in the State's total
funding (Federal funds) for this program of $469, 892 . No County funds
are required.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On June 26, 1990, the Board of Supervisors approved Traffic Safety
Project Agreement #29-387-1 with the State Office of Traffic Safety,
for the period from May 1, 1990 through April 30, 1993 , for County's
"Safe-Roads/Safe Families" Bicycle and Pedestrian Safety Project.
Approval of Traffic Safety Project Agreement (Amendment) #29-387-2
will allow the Department to continue developing project data
collection and surveillance protocols through September 30, 1993 .
The Board Chair should sign four copies of the agreement, three of
which should then be returned to the Contracts and Grants Unit for
submission to the State Office of Traffic Safety.

5. PROJECT DESCRIPTION (Summarize the proposed project"plan covering the objectives, method of procedure, evaluation, and end
product in approximately 100 words.)
The goal of this project is to reduce the morbidity and mortality experienced when cars strike
bicyclists and pedestrians. The project will consist of a comprehensive intervention program
designed to increase usage of bicycle helmets, provide community education and professional
training to stimulate policy and environmental changes designed to separate bicyclists and
pedestrians from traffic, and to develop materials and evaluation procedures which can be
used to replicate the program in other communitites.
6. FEDERAL FUNDS ALLOCATED UNDER THIS AGREEKW SHALL NOT EXCEED $ 469,892.00

2. It is understood and agreed by the Project Director and Authorizing official that any grant received as a
result of this Agreement is subject to all Federal and State regulations governing grants and to those
controls expressed in the California Traffic Grant Program Manuals which include, but are not limited to:
a. Only verified participating costs resulting from activities described in this Agreement will be eligible
for reimbursement;
b. Progress Reports must be submitted by the Project Director to the Office of Traffic Safety on January
15, April 15, July 15, and October 15, during each year of project operation;
c. All project accounting records and supporting documents must be retained for audit purposes, for at
least three (3) years after receipt of final payment;
d. A final project report must be submitted to the Office of Traffic Safety within 60 days after the
termination date of the project;
e. All Federal assistance projects shall have an audit in accordance with the requirerents of Public Law
98-502, also known as the 'Single Audit Act of 19840. Local governments contracting for a single audit
shall include a clause in the contract with the audit firm to permit access by the State to the working
pagers of the independent auditor. The contracts should also require that audit working papers be
retained and accessible for a minimum of three (3) years.
3. No alteration or variation of the terms of this Agreement shall be-valid unless made in writing and signed
by the parties hereto, and no oral understanding or agreement not incorporated herein shall be binding on
any of the parties hereto.
4. The obligation of grant funds for successive fiscal years of multi-year projects is subject to the
availability of Federal funds.
