The bids were not. Bidders were directed to a secluded area while O'Brien-Kreitzberg opened bids in another room. Bidders were not notified which room to go to for the bid opening and therefore none of the bidders were present for the opening. The specifications also did not state a specific room for the bid opening, only the office of O'Brien-Kreitzberg. 2. CHANGES TO SPECIFICATIONS Under Division F-1 the specification state that no changes will be accepted unless written as an addendum. During the bid walk bidders were advised verbally and by phone to make changes to specifications. 3. BID BASE The estimated bid was $ 150,000 which we felt was grossly over-estimated and we discussed this with the project manager. Even the highest bid was half of this estimate. Western Abatement, Inc. did not perform verification of MBE/WBE/DVBE participation goals as our bid was under the $ 50,000 requirement as per a conversation with John Campbell who advised Western not to be concerned with the MBE/WBE/DVBE participation. Western Abatement uses Micro-Analytical Laboratories (MBE) and Digi-Type (WBE) constantly throughout the year. Western also advertises monthly in the El Hispano and the Marin Builders Exchange.
