Miner, Executive Director Private Industry Council DATE: County June 23, 1993 r ' SUBJECT: Delegate to PIC Executive Director Authority to Approve State Education Coordination Grant Requests SPECIFIC REOUEST(S)OR RECOMMENDATIONS)A BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Authorize the Executive Director, Private Industry Council, on behalf of the Board of Supervisors, to review agency proposals for State of California Department of Education DTPA 8% State Education and Coordination Grants for possible funding during Program Year 93-94 (July 1, 1993 - June 30, 1994). II. FINANCIAL WACT: None. 100 percent federal funds. III. RECOMMENDATION/BACKGROUND: The Chancellor's Office, California Community Colleges and the State of California Department of Education (SDE) are soliciting responses for DTPA 8% State Education and Coordinating Grants. Responses must have been received by 3:00 p.m. , Wednesday, July 14, 1993 at the California Department of Education's Sacramento office. Proposals must address one or more of three priorities: 1) Literacy and life long training 2) Transition from school to work 3) Non-traditional employment opportunities for women The maximum amount per proposal is $75,000; a 100%funding match is required. The SDA must be the grant recipient and fiscal agent; the local educational partner must be a public educational agency. The PIC is required to prioritize all applications; the State intends to fund the highest priority application for each SDA, and other applications on a competitive basis subject to the availability of funds. The PIC will be ranking proposals at a Proposal Review Committee meeting on 7 July 1993. To ensure local coordination and guard against duplication of services, the State has required grant applications to have a sign off of review by representatives of the SDA, CEO and PIC. Since the Contra Costa County PIC lacks County general funds to support employment & training activities that could be used as the required match, submittal of proposals is dependent upon the local educational partner or consortium having the requisite funding match. This authorization would be consistent with past Board action.
