SUBJECT: REPORT ON AMENDMENT TO CONSULTING SERVICES AGREEMENT WITH KORVE
ENGINEERING
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize Director of Community Development to execute amendment to
Consulting Services Agreement with Korve Engineering for additional
services rendered in connection with the Greater East Bay Rail
Opportunities Coalition.
FISCAL IMPACT
There will be no impact to the County General Fund. Funding for
these consultant services would be paid through the County's
Petroleum Violation Escrow Account (PVEA) grant from the State of
California.
BACKC.20UND/REASONS FOR RECOMMENDATIONS
Over the last several months, the Greater East Bay Rail
Opportunities Coalition (GEBROC) has been evaluating the
feasibility of the Southern Pacific Transportation Company's
propos-1 to lease its right of way for operation of a commuter rail
servica. One key unanswered question with regard to the
feasibility of this proposal is whether the service would attract
significant ridership to justify investing public funds into
start-up of a new commuter rail operation serving Alameda, Contra
Costa, and Solano counties. MTC has offered use of their computer
model co develop the ridership estimate, but due to current
workload cannot commit their staff to perform this work. As an
alter:,ative, it has been proposed to use GEBROC's transportation
consultant to perform this work.

Supervisor Bishop voted no, advising that in this time of budget constraint
she had concerns with respect to the expenditures of new agencies. She advised
that she would like to see a budget for GEPROC and see what the total expenditure
to date has been within this budget cycle, and requested the Community Development
Department to furnish her that information.

Amend Consulting Services Agreement with Korve Engineering

In Fall 1992 , Contra Costa County entered into a Consulting Services
Agreement with Korve Engineering to provide transportation consultant
services for the Greater East Bay Rail Opportunities Coalition (GEBROC) .
The agreement established a two phased study and set a payment limit at
$219,990, but did not include preparation of ridership forecasts for the
Southern Pacific commuter rail proposal. Staff proposes to amend the
agreement with Korve Engineering to provide these services. The
amendment would add $39, 900 in new consultant services, increasing the
total payment limit to $259,800, and add extend the term of the agreement
an additional six months. These additional new consultant services would
be funded through the Petroleum Violation Escrow Account (PVEA) grant
awarded to Contra Costa County. The Transportation Committee has review
this matter and recommends approval.
CONSEQUENCES OF NEGATIVE ACTION
Should the Board of Supervisors reject this request, the rail planning
efforts of both the County and GEBROC would be significantly delayed.
