RECOMMENDATIONS
The Transportation Committee is providing two alternative
recommendations:
1) Authorize the Chair of the Board of Supervisors to sign a
letter (see Exhibit A) to Millie Greenberg, Chair of the Tri
Valley Transportation Council, declaring the Board of
Supervisors' intent to fund the planned widening of Dougherty
Road and Tassajara Road from the proportional amount of new
development forecast to use these roads by Year 2010, and not
seek contributions from a regional transportation impact fee that
may be recommended by the Tri Valley Transportation Council as
part of the proposed 1993 Tri Valley Transportation Plan.
or
2) Request the City Council of Dublin to authorize their staff to
work with County staff to prepare a draft financial plan for
jointly constructing improvements to Dougherty Road and Tassajara
Road based on the planned development proposed by Contra Costa
County and the City of Dublin, submit the draft financial plan to
the Board of Supervisors and the Dublin City Council for
adoption, and transmit the adopted plan to the Tri Valley
Transportation Council.

FISCAL IMPACT
Establishes a policy to not use fee revenues generated by a Tri Valley
regional transportation impact fee as a potential funding source for the
planned widening of Dougherty Road and Tassajara Road.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On May 10, 1993, the land use planning consultant, retained by the Tri Valley
Transportation Council (TVTC) for the Tri Valley Transportation Plan, issued
his initial recommendations to the TVTC
Technical Advisory Committee (TAC) for reducing planned growth in the Tri
Valley area that would lower forecasted travel demand on arterials to the
point that Level of Service standards could be met (see Exhibit B) . The
recommendations included reducing planned Year 2010 growth in Dougherty
Valley and Eastern Dublin as follows:

County staff's comments to the consultant included revising the growth
reductions to be consistent with planned widening to Dougherty Road and
Tassajara Road (see Exhibit C) . The consultant's recommendations assumed
future arterial capacity of four lanes each for these roads. Contra Costa
and Dublin propose six lanes for each arterial at- these locations, which
would provide a much better balance between future demand and capacity, and
lessen the recommended growth reductions for these planning areas north of I-
580.
On May 27, 1993, the Tri Valley Transportation Council (TVTC) considered the
comments of County staff, Dublin staff, and the remaining TAC. The TAC
advised the Council that revising assumptions to planned arterial widening
must be supported by realistic estimates for funding and completing such
widening by Year 2010. The TAC further advised the Council that arterial
widening should be funded locally since current proposals for using revenues
from a Tri Valley-wide regional transportation impact fee have been limited
to improvements to freeways, interchanges, and State Route 84. Dublin staff
indicated that the cost of any proposed arterial widening should be shared by
the local jurisdictions impacting .that arterial, which is a central concept
of the TVTC's proposed fee.
The TVTC decided not to adjust the capacity assumptions to Dougherty Road and
Tassajara Road to six lanes without a commitment from the County and Dublin
that they could fund such widening by 2010 without relying on the proposed
TVTC fee. The TVTC requested this commitment in writing from the Board and
City Council within two weeks (by June 9) so as not to delay completion of
the Tri Valley Transportation Plan. County staff has drafted a letter (see
Exhibit A) for consideration by the Transportation Committee and the Board of
Supervisors.

At our June 8th meeting, the Contra Costa County Board of
Supervisors authorized transmittal of this letter concerning
funding the planned widening to Dougherty Road and Tassajara Road
in conjunction with new development planned by the County by Year
2010. Your council has requested this letter prior to adjusting
any assumptions in planned avterial capacity for the purpose of
developing the Tri Valley Transportation Plan.
It is the intent of the Board of Supervisors to fund the planned
widening of Dougherty Road and Tassajara Road from the
proportional amount of new development forecast to use these
roads by Year 2010, and not seek contributions from a regional
transportation impact fee that may be recommended by the Tri
Valley Transportation Council 1s part of the proposed 1993 Tri
Valley Transportation Plan.
The Board also endorses the May 25, 1993 comments submitted by
our Director of Community Development regarding the proposed land
use adjustments considered for the Tri Valley Transportation
Plan. Please have your council give serious consideration to
these comments as work on the Plan proceeds.

What we have done.
Since the last TAC meeting,we have proceeded with the development of a Managed
Growth land use scenario as planned and approved. The following events/actions have
taken place:
• Presentation of the land use issues and options to the TVTC. At this meeting I made a
verbal presentation of the material presented to the TAC in written form(Draft Report).
The TVTC was receptive to the suggestions of the TAC regarding the Managed Growth
Scenario and approved the proposed technical approach for defining the scenario.
Attachment A presents the guidelines that will be followed in formulating the Managed
Growth land use scenario.
• PrMaration of EMI E-2 Model output that indicates network loading from sof c
Traffic Analygis Zones. Barton Aschman(Gary Black)had these plots prepared and
indicated the extent to which the traffic on given arterials exceeded the desired Level of
Service('These plots will be available for your review at the May 10th TAC meeting).
• Analysis of land use distribution. EPS reviewed the zone-level land use information to
determine which zones could be intensified and also what reductions in land use would
be necessary to lower arterial loading to the point that Level of Service standards could
be met. The results of our initial effort are shown in Attachment B. It is interesting to
note that major changes in land use may not be necessary to improve arterial
congestion. We propose that a model run be completed to determine the impact of the
suggested reductions and shifts of land use. It is expected that the freeways will not
achieve desired level of service even with the initial land use redistribution and

model runs we will gain a better understanding of the amount and distribution of
development that should be included in the Managed Growth Scenario.

Where do we go from here?
At this point we would like further guidance from the TAC regarding how to proceed with
this effort. This input should include:
1. A decision on the Draft Report. At this point only Contra Costa County have provided
written comments. What are we going to do with this document and when are we
going to do it?
2. Approval to run the FAUvIE-2 Model with the proposed land use
redistribution/reductions.
Additional comments
One of the issues that we are dealing with in this effort is the relationship of jobs and
housing in the Tri-Valley. Several people have indicated that they were unclear as to our
meanings as stated in the Draft Report and our verbal presentation. Simply stated,it is our
opinion that the relationship between job growth and housing is fundamental to land use
and transportation planning at any level(local or regional). At the same time,there are
related issues such as housing affordability and infrastructure constraints that must be
resolved. The point that I was trying to make is that one cannot adhere to a simple
"jobs/housing ratio"as.a sole justification for a land use plan;and furthermore,in the Tri-
Valley,that transportation constraints,to the extent that they exist,cannot be resolved
simply by balancing jobs and housing on a numerical basis.
Expanded housing supply is essential for economic growth(jobs)to continue locally or
regionally. EPS has most recently explored this issue and prepared a report titled Alameda
Hunte General Plans: Land Use and Jobs Housing.Analysis(July 1992). In this Report,we
stated that,as a general proposition,potential housing supply should be commensurate
with potential employment on a regional as well as sub-regional basis. The Report also
concluded that the city general plans in combination with development being proposed in
the unincorporated areas would achieve such a numerical balance. Other key findings of
the Report were related to affordability and constraints on commuting.
Affordability Constraints. In order for the housing stock to support job growth,housing
prices need to be in line with the income distribution of the employment base. EPS
developed a model to forecast occupational and household income distributions based on
the projected sectoral distribution of employment and estimated the future price
distribution of housing supply,based on development density/product type/price
relationships in each of the Tri-Valley communities. The analysis indicated that the
moderate and lower income families would continue to be underserved throughout the Tri-
Valley.

Commuting_Constraints. In any metropolitan region there will be inevitable cross-
commuting among communities as workers select employment and residential locations for
different reasons. Thus,not all Tri-Valley housing units will be available to Tri-Valley
workers. Similarly,it may be expected that workers will be"imported"from outside the
area to some degree. The demand for workers from particular locations,and therefore the
commute demand on particular roadway segments,will be influenced by income
distributions of the employment base and the relative affordability of housing in particular
locations. The analysis indicated that a significant number of workers that will need to be
"imported"into the Tri-Valley, given likely future commute patterns,contributing to traffic
congestion throughout the area.
My other comments involve the other constraints that we have assumed. In reviewing the
EMME-2 Model output it is clear that significant congestion will occur on Vasco Road and
Route 84 that would be reduced if these roads were upgraded four lanes or an expressway.
It might be worthwhile to consider options for improving these facilities and what the
impact on congestion might be from such improvements. A related topic is the proposed
Toll Road. Although beyond the scope of the Action Plan,the proposed Toll Road looms as
a major public policy issues that would have a major impact upon Tri-Valley. Can the
possibility of such a facility be ignored as we develop the Action Plan? Finally,as stated in
our Draft Report,the present determinations of capacity are based upon relatively high
level of service standards. Given the magnitude of the land use redistribution and
reductions being suggested as a part of the Managed Growth Scenario the TVTC may want
to test the impact of limited adjustment to the service standards,(e.g.extending the peak
hour to 1.5 or 2.0 hours).
Attachment A
POLICY OPTIONS AND GUIDELINES
CRITERIA FOR DEVELOPING MANAGED GROWTH LAND USE SCENARIO
1. Determine Traffic Analysis Zones (TAZs) that are the significant contributors to traffic
congestion(producing trips in excess of network link capacity).
2. Identify TAZs where residential and employment density could be increased where
access to transit is high (transit-oriented development).
3. Identify TAZs where infrastructure capacity(e.g.arterial roadways) exists that can
support higher density residential and employment mixed use development.
4. Reduce proposed residential capacity in TAZs with limited or non-existent road network
and poor transit service potential.
* 5. Reduce employment land use designations and/or proposed capacity in areas with
limited road network and transit access,undeveloped or under-developed backbone
infrastructure,or weak market demand.
6. Construct a'Managed Growth Scenario"by redistributing and reducing 2010 Expected
Growth to achieve LOS policy on Baseline Network.
IMPLICATIONS OF LAND USE SCENARIO
1. The Managed Growth Scenario 2010 will be applied to the Traffic Model to confirm its
effectiveness at reducing congestion and achieving LOS standards.
2. Specific land use policy implications for individual jurisdictions will be identified.
3. Trade-offs between each jurisdiction's land use objectives and TVTC's Baseline
Roadway Network and LOS standards will be identified.

Contra Costa County staff attended the Tri Valley Transportation
Council (TVTC) Technical Advisory Committee on May 10, 1993 to
review initial land use adjustments proposed for the Tri Valley
area by the you in conjunction with Barton Aschman Associates.
My concerns regarding these adjustments are described in this
letter.
First, land use adjustments are proposed without evaluating
proposed projects to increase roadway capacity. The initial land
use adjustments in Dougherty Valley and East Dublin assume future
arterial capacity of four lanes each on Dougherty and Tassajara
Roads north of Dublin Boulevard. These jurisdictions propose six
lanes for each arterial at these locations, which would provide a
much better balance between future demand and capacity and lessen
the need to consider reduced land uses north of I-580.
Secondly, the concentration of land use adjustments proposed
north of I-580 warrant a more focussed analysis of this area than
the current Tri Valley model provides. In the East Dublin area,
the existing model uses a very skeletal traffic zone and road
network system (11 zones and four arterials) to simulate the
impacts of 14,400 households and 12,200 employees. The enclosed
diagram of the East Dublin area proposes a system of parallel
arterials and collectors not included in the existing model that
would internally disperse the traffic within this development,
and reduce traffic volumes on the identified congested
facilities. East Branch Road, a major collector in Dougherty
Valley is also no included as shown in the enclosed figures. If
land use adjustments are pursued in this area, future testing
with the transportation model should include a more detailed
traffic zone and road system consistent with proposed plans.
