SUBJECT: Proposed Response to the 1992-93 Grand Jury Report "Process Used
to Inform Voters of Proposed Benefit Assessments"
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Adopt this report of our Committee as the Board of Supervisors '
response to the 1992-93 Grand Jury Report #9305 "Process Used to
Inform Voters of Proposed Benefit Assessments . "
BACKGROUND
On March 9, 1993 the Grand Jury filed report #9305 which was
reviewed by the Board of Supervisors on March 16, 1993 and referred
to the County Administrator and Internal Operations Committee. On
May 24, 1993 our Committee met to discuss the recommendations and
review proposed responses . At the conclusion of those discussions,
we prepared this report utilizing a format, suggested by a former
Grand Jury, which clearly specifies :
a. Whether the recommendation is accepted or adopted;
P, If the recommendation is accepted, a statement as to who. will
be responsible for implementation and a definite target 'date;
C . A delineation of constraints if a recommendation is accepted
but cannot be implemented within the calendar year; and
C. The reason for not adopting a recommendation.

The Board APPROVED the above recommendation, and in addition, as recommended
by Supervisor McPeak, the Board DIRECTED that the County Administrator
advise all Departments that all benefit assessments notices be approved
by the County Administrator's Office before they are mailed.

Process Used to Inform Voters of Proposed Benefit Assessments
Report Number 9305
The Contra Costa County Grand Jury recommends that the Board of
Supervisors immediately adopt a policy that requires the
presentation of complete information concerning protests of
assessments that can be imposed without a vote of the people.
This proposed policy should include mailings, press releases and
any other avenue used by the Board of Supervisors in providing
information to the voters .
Response:
A. This recommendation is accepted.
B. The Board of Supervisors ' policy is to include information
concerning assessment protests in all future benefit
assessment notices . Information on proposed benefit
assessments will continue to be publicized in newspaper
articles, public notices and by way of "flyers" distributed at
public meetings .
The Board also suggests that all special districts include
information concerning provisions of laws that provide for the
submission of the assessment to approval of the voters .
