SUBJECT: Preparation of IT Vine Hill/Baker Facility Closure Plan
Environmental Impact Report For State of California
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Authorize the Community Development Department to manage the
preparation of the Environmental Impact Report for the
closure/post-closure plan for the IT Corporation's Vine Hill
and Baker facilities for the California Department of Toxic
Substances Control.
.2 . Authorize other County staff to generally participate in the
review of the IT facility closure/post-closure plan and the
development of its EIR, as required.
FISCAL IMPACT
No impact on the County General Fund. The cost of the closure/
post-closure plan EIR will be borne by the IT Corporation. Staff
costs, including out-of-pocket costs, will be covered by the
customary 30% surcharge on the cost of the EIR, whi4hwill be paid
to the County.

BACKGROUND
In 1989, the California Department of Health Services (predecessor
to the Department of Toxic Substances Control) and the County Board
of Supervisors approved an Environmental Review Services Agreement
providing for the Community Development Department to manage the
preparation of Environmental Impact Reports for certain projects
which fell under the jurisdiction of the State. The two projects
anticipated at the time were the closure of the IT Corporation's
facilities east of Martinez and the closure of the hazardous waste
unit of the West Contra Costa Sanitary Landfill. The IT facilities
are entirely in the unincorporated area, and the hazardous waste
unit of the WCCSL is largely in the unincorporated area and
partially in the City of Richmond. The State-County agreement
formalized earlier ad hoc arrangements under which the community
Development Department managed two other EIRs for the State.
The Agreement provides that the Board of Supervisors must authorize
the Community Development Department to serve as the EIR management
agency on a project-by-project basis.
The Department of Toxic Substances Control has requested that the
Agreement be effectivated for the Vine Hill/Baker facility closure/
post-closure plan. Their letter is attached.

REVIEW SERVICES AGREEMENT
Dear Mr. Br::gdon:
The purpose of this letter is to formally notify you that
the Department is proceeding with review of the Closure Plan for
the IT Vine Hill / Baker Complex. This review includes
preparation of an Environmental Impact Report (EIR) pursuant to
the California Environmental Quality Act (CEQA) . We are
therefore prepared to implement the Environmental Review Services
Agreement (Agreement) , dated May 16, 1989, between the County and
the Department.
The Agreement sets forth the County's role as manager of EIR
preparation, and the Department's role as the Lead Agency for
projectslocated in Contra Costa County. The Agreement also
stipulates that the Board of Supervisors must approve work on any
specific project. Please consider this letter a request for the
Board's approval of work to be done on the IT EIR.
