HomeMy WebLinkAboutMINUTES - 06081993 - 2.3 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on June 8 , 1993 by the following vote• YES: Supervisors Powers , Smith, Bishop, McPeak, Torlakson NOES: None ABSENT: None ABSTAIN: None SUBJECT: In the Matter of Implementing ) the Staffing Provisions of the ) Resolution No. 93/406 Municipal Court Trial Court ) Coordination Plan for FY 1992/93 ) WHEREAS, The Trial Court Realignment and Efficiency Act (AB 1297) , enacted in 1991, requires that each trial court in California prepare a plan for coordinating its court operations with at least one other court to achieve maximum utilization of judicial and other court resources with a minimum statewide cost reduction in court operations of at least 3 percent; and WHEREAS, The Municipal Court of Contra Costa County has prepared a Trial Court Coordination Plan for the 1992/93 fiscal year identifying a 3% cost reduction of approximately $450,000 mostly from a staff reduction of 8 funded positions; and WHEREAS, the County Administrator has reviewed and recommends implementation of the proposed Municipal Court Trial Court Coordination Plan; NOW THEREFORE BE IT RESOLVED THAT, the following staff adjustments and changes in positions and job responsibilities from the Trial Court Coordination Plan be implemented effective June 1, 1993. I. Cancel District Court Manager A, position C7-015 and add one position of District Court Manager II. IX. CANCEL THE FOLLOWING CLASS: District Court Manager A (JQDI) X. Lump Sum for Retroactive Pay: In lieu of retroactive pay requiring special payroll recomputation processing back to July 1, 1992, the County will make a lump sum payment to each eligible employee for the period of July 1, 1992 through May 31, 1993 computed as follows: Employee regular pay, overtime pay and specific other earnings ordinarily computed as a percentage of base pay will be added together for each applicable pay period to determine the Retro Pay Base (RPB) . This base will then be multiplied by the percentage in the list below to arrive at the employee's lump sum payment. The payment amount thus computed will be added to the employees July 10, 1993 paycheck, where it will be listed separately as a LUMP SUM PAYMENT and will be subject to normal tax withholding and retirement deduction requirements. Applicability to Employees: Because these program and job realignments were implemented July 1, 1992 and have been performed by the employees since that date, lump sum retroactive payments will be made to each employee and each separated employee as prescribed under "Lump Sum -for Retroactive Pay" with the specific percentage specified in the list below: Class Title Class Code Percentage Municipal Court Fiscal & APN1 3.0% Administrative Manager Municipal Court Operations & JQN3 3.0% Training Manager Municipal Court System & LBN1 3.0% Facilities Manager Municipal Court Management APS1 3.0% Analyst Municipal Court Program JQS8 3.0% Assistant Municipal Court Accounting JD75 7.29% Specialist Differential Upon the retirement of the District Court Manager of the Mt. Diablo Municipal Court, the additional responsibility of managing the Mt. Diablo Municipal Court was assumed by the manager of the Delta Municipal Court. In recognition of this additional responsibility, a differential of $622 per month shall be paid to the manager of the Delta Municipal Court for the period of July 1, 1992 through May 31, 1993.
