Spooner, Contracts Administrator10 Costa DATE: May 20, 1993 County SUBJECT: Payment to Alameda County for Provision of Psychiatric Treatment Services for Jail Inmates, and Authorization for FY 1993-94 Contract Negotiations _ SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: A. Authorize the Contra Costa County Auditor-Controller to pay Alameda County $175, 524, upon approval and submission by the Health Services Director or his designee of a written demand on County Demand Form D-15 from Alameda County, for the provision of psychiatric treatment services for Contra Costa County jail inmates for the period from July 1, 1992 through June 30, 1993 ; and B. Authorize the Health Services Director or his designee to enter into contract negotiations with Alameda County for the purchase of psychiatric treatment services for Contra Costa County jail inmates during Fiscal Year 1993-94, with a contract payment limit not to exceed $175, 524, to obtain up to 1, 241 patient days of treatment services in the Criminal Justice Inpatient Unit of Alameda County's North County Jail. II. FINANCIAL IMPACT: This payment is totally funded in the Health Services Department Budget for FY 1992-93 by County/Realignment Funds which were recently transferred by the State to Contra Costa County's Mental Health Realignment Trust Fund from Alameda County's Trust Fund. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: Alameda County has been providing psychiatric treatment services for Contra Costa County jail inmates continuously since FY 1980-81 under a Regional 302f Criminal Justice Mental Health Program. Under this Regional Program, Alameda County received directly from the State certain Short-Doyle Mental Health Funds which were designated to be used for Contra Costa County jail inmates, i.e. , the funds were allocated to Contra Costa County, but were given directly by the State to Alameda County (as the "Host County") to be used on Contra Costa County's behalf. Contact: Lorna Bastian (313-6411) CC: Health Services (Contracts) ATTESTED . a 1?9 3 Auditor-Controller (Accounts Payable) it Batchelor, Clerk of the Board o1' Supervisors vd County Admini*aW M382/7-83 BY _ DEPUTY Board Order Payment to Alameda County Page 2 Under Mental Health Realignment Clean-Up Legislation (AB14, Bronzan, Chapter 1374) , approved by the Governor on October 28, 1992, these Regional 302f funds were transferred to Contra Costa County's Mental Health Realignment Trust Fund from Alameda County's Trust Fund, retroactive to July 1, 1992. It has taken a number of months for the State to actually accomplish the transfer of funds and for the County to verify the transfer. In anticipation of payment through this new funding mechansim, Alameda County has continued to provide psychiatric treatment services for Contra Costa County inmates since July 1, 1992, and will continue to do so through June 30, 1993 . While there is presently insufficient time to process a written contract for FY 1992-93 through the respective County governments before the Fiscal Year ends, it is necessary for Contra Costa County to pay Alameda County for these FY 1992-93 services. Following approval by the Board of Supervisors, the Department will initiate negotiations for a formal contract with Alameda County for FY 1993-94.
