Authorize the Chair of the Board of Supervisors to send a letter of intent to provide Adult Day Health Care services through the Health Services Department at the George Miller Centers to the California State Department on Aging. 2 . Request an exception to Section 7840(B) of the State Department on Aging Adult Day Health Care Regulations to establish an advisory board to the Adult Day Health Program, which would advise the Miller Center Director and the Board of Supervisors on the program operation and budget of the Adult Day Health Center as required by Section 78405(C) (2) of the Regulations . BACKGROUND: The George Miller Centers East and West serve 120 disabled individuals from throughout Contra Costa. . The total budget of the Miller Centers is $1 . 9 million which is almost completely offset by revenue from the Regional Centers, leaving a minimal County cost of approximately $75,000 (FY 1992/93) . In addition to funding through the Regional Centers, the George Miller Centers may be eligible for Medi-Cal funding for some of its programs as an Adult Day Health Center. Bringing this additional Medi-Cal funding to the Miller Centers will allow us to expand services and programs, and at the same time diversify our funding sources making the Miller Centers less vulnerable to possible cuts in Regional Center funding. This board action would initiate an application by the Health Services Department to provide adult day health care and bill Medi-Cal, and establish an advisory board for that program as required by State regulations . The program will not actually be implemented until the Health Services Department staff determine that the program would meet Medi-Cal requirements and lower county costs . FISCAL IMPACT: The potential fiscal impact would be to bring an additional $200, 0.00 to provide additional services to the disabled community. This diversification of funding will have the net effect of decreasing net county cost to operate the Miller Centers while providing additional services . CONSEQUENCES OF NEGATIVE ACTION: This State and Federal funding source for high risk clients in Contra Costa County would not be available, and we would be unable to expand rvices at the Miller Centers without incurring County costs . Welty: This letter represents Contra Costa County's intent to provide adult day health care services through the Health Services Department at the George Miller Center East and George Miller Center West facilities . The intent is contingent on the following: 1 . Assessment of the individuals currently served at the George Miller Centers East and West. 2 . Determination by the Health Services Department that there is a sufficient number of individuals authorized for adult day health care services to warrant the establishment of the adult day health care programs . - Additionally, the Contra Costa County Board of Supervisors is requesting an exception to Section 78405 (b) of the State Department on Aging, Adult Day Health Care Regulations . The requested exception is to establish a special board composed as described in Section 78405 (b) to review the operation of the program and budget and make recommendations to the Board of Supervisors and George Miller Centers Director, as described in Section 78405 (c) (2) .
