RECOMMENDED ACTION: A. Approve submission of Funding . Application #28-536 to the California Office of Traffic Safety in the amount of $385, 000 for the period from May 1, 1993 through September 30, 1996, for the "Preventing Impaired Driving" project. B. Authorize William B. Walker, M.D. , County Health Officer, to sign the Statement of Compliance and Lobbying Restrictions form, on behalf of the County. II. FINANCIAL IMPACT: Approval of this application will result in $385, 000 of State funding during the three-year period from May 1, 1993 through September 30, 1996, for the Preventing Impaired Driving project. No County match is required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: In recent years, the public has become more aware of the unnecessary morbidity and mortality related to alcohol-related traffic collisions. Between 1988 and 1990, 147 Contra Costans died as a result of alcohol involved collisions (53% of the total traffic fatalities) , and 3840 suffered non-fatal, alcohol involved traffic injuries. This project will seek to reduce injuries and fatalities caused by alcohol or other drug impaired drivers, and will also attempt to reduce the number of such drivers. In order to meet the deadline for submission, the application has been forwarded to California Office of Traffic Safety, but subject to Board approval. Four certified copies of the Board Order authorizing submission of the application should be returned to the Contracts and Grants Unit. PROJECT DBSCgiMON pa Background The Contra Costa County Health Services Department Prevention Program has a nine year history of injury prevention work with a particular commitment to the issues of traffic injury prevention. Participation in impaired driving related injury prevention efforts have included a prominent role in developing and chairing the San Francisco Bay Area's impaired driving/injury prevention network which has potential of major significance to the field of DUI prevention for this region. It also serves as a model for local replication within Contra Costa County itself. The Prevention Program has invested resources and has provided leadership in the regional Bay Area. DUI Prevention and Education Network (DUI-PEN). The Prevention Program's knowledge and experience in coalition building was helpful in preliminary formulation of an organizational structure as well as facilitating establishment of mission and goals. This has been a significant achievement given the diversity of the participating agencies. To date, providing staff and office resources with no designated funding, the Prevention Program has: ♦developed and implemented an activity interest assessment tool for the Network membership; ♦been responsible for direction and coordination of the Steering Committee and the formulation of meeting agendas; ♦recorded and prepared minutes; mailed out meeting announcements; ♦compiled the membership mailing list; ♦chaired meetings; and ♦represented the network at the California Coalition Against D.U.I. Problem Statement According to CHP statistics, in Contra Costa County, a 10 percent reduction would save more than 6 lives and prevent 125 injuries. In the nine SF Bay Area counties, that 10 percent would save 31 lives and stop 398 injuries each year. [See Exhibit A, B and C] The problem of impaired driving is a complex one that requires changes in attitudes, social norms, awareness, education behaviors, and policy and legislation at the local, state and national level. The need for a comprehensive multi-strategy and multi-disciplinary prevention approach is mandated to achieve effective outcomes. Therefore, the coalition model is the most essential vehicle to carry out that mandate. The only way to address the absence of a mechanism for timely and comprehensive information sharing, a coordination of major campaigns and events, and an effective means to carry out coordinated print and electronic media campaigns with a unified message is to bring together key players. The lack of adequate coordination and comprehensive DUI prevention approaches (data, education, policy, law enforcement) is linked to systems issues, and the improvement of these systems at the county and regional level remains a clearly identified problem. MS-38b (Rev 9/91) • Review and analyze local and regional DUI data for dissemination to effect more appropriate targeting of prevention strategies • Organize and sponsor one or more Bay Area DUI prevention conferences hosted in Contra Costa County. • Disseminate information on successful strategies in a replicable or `how to' format. REGIONAL Objective (1) Reduce DUI injuries and fatalities cumulatively among the nine SF Bay Area counties by 15 percent by the end of the grant period, through the establishment of a stronger prevention programming base. Method of Procedure Employement Program (Startup - throughout project duration) a) Provide staff and coordination to the Network (DUI-PEN) for support functions, such as 1) clerical; 2) meeting planning, preparation, and facilitation; 3) membership recruitment, orientation and ongoing encouragement; 4) research and fact gathering; 5) committee support; 6) participation in activities and projects. b) Facilitate at least ten general DUI-PEN meetings annually averaging at least 15 in attendance at each meeting. c) Achieve regional coordination between the nine Bay Area counties' governmental or non- governmental agencies or organizations through increased information sharing and activity support, demonstrated by three annual, collaborative campaign events or conferences during the project duration. d) Strengthen DUI-PEN through coordination and regular participation with the California Coalition Against Drunk Driving, coordinating minimally by information sharing with the nine Bay Area county alcohol program administrators, and at least eight national organizations and agencies including: National Highway Traffic Safety Administration(NHTSA),Federal Highway Administration (FHWA), The Marin Institute, The Alcohol Prevention and Research Group (APRG), The National Coalition for Prevention of Impaired Driving (NCPID), and the National Council Against Drunk Driving (NCADD). e) Coordinate with OTS to regionally distribute through DUI-PEN both State and Department of Transportation information and materials specific to DUI prevention and education. f) Organize and present one or more regional or statewide DUI conference(s) during the life of the grant(in possible collaboration with the State Office of Traffic Safety and/or other interested organizations). g) Facilitate Network public information activities including: provide publicity for 3 annual campaigns, special events or conferences, assist with the coordination of the conference(s), and coordinate Network response to DUI-related news items during the life of the grant. i) Analysis of nine Bay Area county's DUI related injury, crash and DMV data for increased information in planning of intervention strategies, and dissemination of information through regional network membership. Project will acquire nine Bay Area county SWTI'RS DUI related data sets as soon as available each year through CHP-MIS to enable this analysis. j) Disseminate information on successful strategies in a replicable or `how to' format minimally through the California Coalition Against DUI and at the OTS annual Summit and Lifesavers conferences. CONTRA COSTA COUNTY Objective (2) Reduce the number of DUI related injuries and fatalities of highest risk youth ages 16-24 of Contra Costa County by 15 percent by the end of the grant period. Method of Procedure Phase 1 (May - September, 1993) a) Convene and facilitate a local Contra Costa DUI prevention network that brings together key organizations and individuals working toward DUI prevention - law enforcement, health services, judiciary, traffic safety, schools, and insurance companies - within the first six months of the grant, meeting at least quarterly thereafter for the duration of the grant with at least 10 members in attendance a', each meeting to plan joint action in the development of the following activities: Phase 2 - Implement Program (October 1993 - throughout project duration) 1. responsible beverage service education and training to 10 on-site licensed restaurants and hotels. 2. responsible beverage service education and training to 10 off-site licensed retailers. 3. educational presentations, assemblies, or special events to underserved youth populations, reaching 4000 youth. 4. coordination and public information management of four countywide DUI holiday campaigns corresponding to the California Highway Patrol's Maximum Enforcement Period (MEP) and the regional DUI-PEN. 5. initiation of support for two municipal or county ordinances which could significantly impact DUI prevention. 6. encouragement of city and county judicial policy related to youth driver licensing (e.g., administrative license revocation of youth under 21 involved in impaired driving offenses, implementation of provisional licensing of youth, award of initial driver's licenses through juvenile court with parents present). b) Establish local/regional integration through Contra Costa coalition/DUI-PEN collaboration and through Contra Costa County's participation in all DUI-PEN events. c) Analysis of Contra Costa County's DUI related injury and crash data for increased information in planning of intervention strategies, and dissemination of information through local network membership. Method of Evaluation Project objectives and activities will be reviewed as follows: 1. Conduct a baseline survey and annual evaluation measuring improvements in systems coordination between participating agencies. 2. Annual measurement of objectives 1) and 2) above and progress toward accomplishment of each objective. 3. Annual measurement of procedural activities above and accomplishment of each activity objective. 4. Conference evaluation of attendees 5. Coalition (DUI-PEN and Contra Costa Networks) membership in the middle of the third year of the grant [See Sample - Exhibit D] Statement of Intent In order to ensure continuity of this effort, it is the intent of the Prevention Program to expand the existing involvement of the private sector representatives in the regional network to establish private funding for the support of the network by the end of the grant period. It is also our intent to move Contra Costa DUI coordination efforts into the regular budgeting for Health Services Department prevention activities by the end of the grant period. Administrative Support Statement The knowledge that in the nine SF Bay Area counties a 10 percent reduction in DLII related crashes would annually save at least 31 lives and stop 961 injuries per year has made DUI of the highest priority for law enforcement and injury prevention organizations in both the public and private sectors. The priority of this project is also demonstrated by the number of key agencies consistently participating in a continually growing regional DUI prevention coalition. Participants have expressed the need to share information and resources, coordinate regional prevention campaign activities and mutually support local activities, and to have a stronger collective voice in addressing regional and statewide policy issues. Regionally, individual county alcohol program administrator's support is being enlisted. In Contra Costa a priority need has been expressed individually for coordination among the governmental and private sector agencies working at various levels on DUI related issues i.e., CHP, municipal and county law enforcement, Health Services Department Public Health and Substance Abuse Program -county regional CASAs, Alcohol and Drug Abuse Council - FNL/Club Live, court officials, the MADD Chapter, the Trauma Center, and the insurance industry. Agency Contribution Both local and regional efforts will include .05 FTE each for supervision and consultation by the County Health Officer and Prevention Program Director valued at $11,363; office, library, and meeting room space allocation, use of office equipment including furniture, mail room machines, typewriters, fax machine, copier, laser printer, audio visual equipment valued at $8000; a portion of office supplies, postage and telephone valued at $4500; and project indirect costs @2.55 FTE x $7,300 = $18,615, for a total of$42,478. The anticipated budget for this project is approximately $385,000 in OTS grant funding, and an additional$42,478 in contributions by Contra Costa County. This is based on a first year figure of approximately$125,000 (OTS) with increases for COLA and inflation over the following two years. This figure is lower than the sum of separate Contra Costa County and regional programs, as substantial savings are realized by combining the two efforts. The budget would cover salaries and benefits for a project coordinator, public information staffing, project assistant, student intern, clerical staff, and related materials, supplies, printing and travel expenses. Project startup will utilize Jack Champlin as Project Coordinator as well as Project Director until staffing selection is finalized, projected to be by October 1, 1993. Personnel Costs The first partial fiscal year startup would utilize grant funded positions of project director (.10 FTE), project coordinator (1.0 FTE), student intern (.5 FTE), clerk (.5 FTE), and fiscal and contract administrator (.2 FTE). The remaining period of the grant will utilize these positions and add a (.25 FTE) administrative intern. Travel Expense Throughout the life of the grant significant nine county regional travel will be involved in carrying out the activity of this project. Also included is in-state travel to participate in the annual OTS Traffic Safety Summit, the statewide Injury Control Conference, and California Coalition Against D.U.I. meetings. Out of state travel is for the annual Lifesavers conference. Contractual Services A key role will be required by a media and public information coordinator who will coordinate all the local and regional campaign and special event activity related to the project, coordination of Network response to DUI related news items, newsletter, brochure and other print materials development, and assistance with conference coordination. This work would be contracted for with staffing equal to approximately one .5 FTE. Non Expandable Property The purchase of a computer with sufficient capability to manage software for traffic data base and manipulation, graphics for tables and charts, desktop publishing, and word processing will be required, as will purchase of the desktop publishing and graphics software that corresponds to these needs. RECYCLING At intervals designated by the State, contractor shall certify in writing, under penalty of perjury, the minimum, if not exact, percentage of recycled content of materials, goods or supplies offered or products used in the performance of the contract, pursuant to the requirements of Public Contract Code Section 10223. Contractor may certify that the product contains zero recycled content. Definitions of recycled content are contained in Public Contract Code Sections 12161 and 12200.
