RECOMMENDATION: AUTHORIZE the Directors of the County Health Services and Social Service Departments or their designees, including the Director of the Senior Nutrition Project and the Director, County Office on Aging, to work with the California Department of Aging, California Association of Area Agencies on Aging, and State and Federal legislators to insure that Contra Costa County receives a fair allocation of State and Federal Older Americans Act funds based upon the age 60+ population of the county. In addition, oppose SB 56 (Mello) and AB 339 (Costa) unless they are amended to include a greater emphasis on the distribution of the age 60+ population throughout the state as an allocation factor for an intrastate fund-Ing- formula for Older Americans Act Funds. , II. FINANCIAL IMPACT Despite an increase in senior population exceeding 33% between 1980 and 1990, Contra Costa County is threatened with significant reductions in State and Federal Older Americans Act funding based upon proposed reallocations of funds at the State level which unduly emphasize factors other than age 60+ population. Proposed reallocation formulas could result in the loss of up to ., 200, 000 in Federal and State funding for supportive social 'services, congregate meals, and home-delivered meals for the vulnerable elderly of Contra Costa County. BACKGROUND: Over the last decade there has been an ongoing controversy among the 33 area agencies on aging in California regarding the development of an equitable formula for the distribution of Federal and State funds for Older Americans Act programs and services. Certain rural areas of the state, Los Angeles and San Francisco have promoted distribution factors that result in disproportionately high funding for their areas even though there has been a major shift of senior population to high growth areas such as Contra Costa County. In order for the Contra Costa County Area Agency on Aging to be able to respond to senior population growth well above the state average, it is essential that any formula be based upon the relative statewide distribution of the age 60+ population as much as possible. All other proposed distribution factors tend to direct funds away from Contra Costa and other high growth areas towards more urban and rural regions of the state. Currently proposed state legislation regarding the intrastate funding formula, SB 56 (Mello) and AB 339 (Costa) , should be opposed unless they are amended to include a greater emphasis on the distribution of the age 60+ population throughout the state.
