May 25 , 1993 Chairman Tom Torlakson Contra Costa County Board of Supervisors 951 Pine Street Martinez , CA 94553 RE: Stormwater Utility Area fees Dear Chairman Torlakson and board members : This is to advise you that the Bethel Island Municipal Improvement District , which has always been responsible for the island's drainage and flood control is now participating in a Delta-wide effort to control and monitor water quality. We are a member of the Central Delta Water Agency which is comprised of 35 reclamation districts . Since, like the other members of this organization we are an island with all storm and drainage waters collected and conveyed to a central point for discharge, it is a simple matter to moni- tor our discharges and to identify any problem which might exist . As an island we cannot possibly contribute to any problems which might develop elsewhere in the county. The property owners on Bethel Island, through their taxes , have already paid for monitoring and compliance with State and Federal standards . As the District has the responsibility for local drainage and discharges and pays a per-acre fee to the State Water Resources Control Board for Bay protection and toxic cleanup, itis inappropriate to impose another bureaucracy (Stormwater Utility Area) on Bethel Island parcel owners for duplicative service. . Therefore, we request that Bethel Island be eliminated from the SUA. If fees are collected from parcel owners on Bethel Island, the fees should go to the agency currently managing the island's drainage system -- the Bethel Island Municipal Improve- ment District .
