Dear Chairman Torlakson and Members of the Board:
Vallejo Garbage Service, representing itself and the City of Vallejo, has requested
permission to process garbage through the Acme Transfer Station for a temporary period
ending October 31, 1995. This request is occasioned by the pending closure of the
American Canyon Landfill in Solano County. 1 The temporary importation of garbage to
Acme will allow sufficient time to permit and construct a transfer station to service Vallejo
Garbage.
The average daily volume of import would be approximately 600 tons which is well
within the permitted and operational capacity of the Acme Interim Transfer Station and the
Keller Landfill. Board authorization for this temporary transfer of garbage via Acme would
also be consistent with the reciprocity arrangement presently existing between Solano and
Contra Costa counties.
As noted in the attached letter, we believe the Vallejo Garbage Service has
established a recycling program which complies with the Contra Costa County Materials
Diversion Ordinance. In addition,the Vallejo Garbage Service acknowledges that the rates
to be charged for imported garbage will be at least as high as those charged Contra Costa
County customers and the company will abide by all standard requirements on local users.
Acme Fill Corporation makes this application and requests approval by the Contra
Costa County Board of Supervisors. If you need additional information regarding this
application, please contact the undersigned.

Dear Mr . Walton :
Vallejo Garbage Service presently utilizes the American Canyon Sanitary
Landfill (ACSL) for its refuse disposal needs . As we have previously
discussed, the ACSL is expected to reach capacity during the last
calendar quarter of this year or possibly January 1994 . Vallejo
Garbage Service has entered into a contractual arrangement with the
South Napa Waste Management Authority (Authority) to utilize its
transfer station once the facility has been built . It is anticipated
that the Authority will have the facility available sometime between
October 1994 and October 1995 . The exact date of the facilities
availability will be dependent upon construction schedules and other
normal time frames effecting the development of a facility of this
nature .
Vallejo Garbage Service is interested in utilizing the Acme Fill and
Transfer facility during the "gap" period which will exist between the
time ACSL reaches capacity and the time the Authority has the facility
constructed. We are under contract with the Authority to start
utilizing their facility upon 30 days written notice to do so from the
Authority. Therefore , we are interested in a month-to-month
arrangement for the use of the Acme Fill and Transfer facility until
such time as the Authority gives us notice to begin utilizing its
facility . The average daily tonnage we would anticipate delivering to
the Acme Fill and Transfer Station for processing should not exceed 600
tons per day. (Average based on 260 day work year) . Please note that
Vallejo Garbage Service operates on all holidays except New Years Day,
Thanksgiving Day, and Christmas Day. ( If that is in conflict with Acme
Fill and Transfers schedule , please let us know) .. We understand that
if we are able to get approval to use your facility Vallejo ' s refuse
will be deposited only at the Keller Canyon Landfill .

We therefore, request that you obtain approval from the Contra Costa
County Board of Supervisors for Vallejo Garbage Service ' s use of both
the Acme Fill and Transfer Station and the Keller Canyon Landfill.
We understand that Contra Costa County imposes that any jurisdiction
utilizing the Keller Canyon facility must have a recycling program that
complies with the Contra Costa Materials Diversion Ordinance. We
believe that Vallejo Garbage Service ' s current recycling programs
comply with that Ordinance .
Vallejo Garbage Service further understands and acknowledges that the
rates that it will be charged for utilization of the Acme Fill and
Transfer Station facility will be at least as high as those charged
Contra Costa County users .
We hope the above provides you with sufficient information to start the
approval process with the Contra Costa County Board of Supervisors .
