Tassajara (TVPOA) General Plan Amendment

Dear Mr. Cutler and Honorable Supervisors:
In response to the 4/16/93 Notice of Preparation, we would
like to provide our initial concerns.
Our S-S Ranch includes 17 acres, which lies immediately
downstream and south of the proposed development described in the
Tassajara General Plan Amendment, #8-93-SR. Alamo Creek flows
through our ranch and provides the sole water supply to a
commercially designed 2 acre foot fish pond.
It is .our. plan to. provide a wholesome wildlife, fish, and
human habitat and to preserve the setting for this endeavor. We

provide year round habitat for local wildlife and migrating water
fowl.
As we are immediately downstream from the proposed Tassajara
development, it is a serious threat to the currently unpolluted
characteristics of the ranch and the quality of its wetlands.
The proposed 6,200 residences and associated commercial
facilities immediately upstream will produce serious changes in
rain run off patterns with periodic flushing of their pollution
right into our wetlands and commercially designed fish pond.
Based on our experience this past winter, we firmly believe
that the resulting changes will produce serious risk of flood,
definite severe erosion along the creek, and serious pollution of
our wetlands.
The unavoidable pollution from 6,200 residences, the
associated change in water run off, and the extent of impervious
surface will undoubtedly produce serious detrimental changes in the
quality and level of our ground water and the water in Alamo Creek.
We are totally dependent on the quality and level of these waters
for our fish pond, drinking, and irrigation.
The proposed storm drainage system of grassy swales and
detention basins for the first 1/2" of storm run off seem to
guarantee pollution of local ground water. The conveyance of
additional run off into major creeks by gutters, culverts, and
grassy swales seems to guarantee flood control for the project, but
uncontrolled flood, pollution, and erosion risk for those of us
that are downstream.
Based on past experience, we also raise significant concern
about deposition of silt onto our wetlands with severe disturbance
and possible destruction of the Alamo Creek system and our large
fish pond, during grading and construction.
In addition, we also object to the associated noise, visual,
light, air, and other environmental changes associated with such a
development.
Thus, we vehemently object to the Tassajara General .Plan
Amendment, County File 8-93-SR. Based on these local reasons and
limited state water resources, we believe that the amendment should
be declined.
We further appreciate that such a plan is very complex and
will impact our existence in many unexpected ways. I cannot

possibly address every possible issue in every possible way. As
such, this document alone should not be construed as to contain
every one of our current and future concerns. We reserve the right
to address other concerns as they arise.
