RE: Proposed Delta Isle subdivision in Oakley, CA Dear Supervisors: We are writing you as the Board of Directors for Quail Valley Estates Owners Association, the neighboring community to the above proposed project, requesting you relocate on of the entrances to the proposed subdivision. Specifically, we request the Laurel Road entrance which would be on the Highway 4 side of the railroad tracks be relocated, as was once planned, directly across from our entrance on Laurel Road. In addition, we request a stop light be installed at this location. As a community, we are concerned that by widening. Laurel Road to a 4 lane thoroughfare, we will have difficulty and be exposed to undue danger while trying to enter and exit our community. Relocating the above entrance and installing a signal will significantly reduce the hardship and hazard we feel is imminent with traffic expected on a 4 lane road. Furthermore, we feel that residents of Delta Isle will benefit from the proposed relocation as they will experience the same difficulties as Quail Valley Estates residents while trying to enter and exit their community. We appreciate your consideration and request you respond back in writing to us with your decision. You can contact Darren Merritt of Boardwalk Investment Group, Inc., our property _-granger, should you have any questions or need any clarification of our request. Respectfully Yours, Quail Valley Estate Board of Directors n Dave Dennick, President Christine olland, Treasurer net Conner, Vice President Larry Blodgett, Secretary Toni Starick, Director at L rge Boardwalk Investment Group, Inca • 1425 Treat Boulevard • Suite B Walnut Creek, California 94596 (415) 937-4378 • FAX(415) 947-2643 oyl S P RECEIVED ECEI /ED JUN - 1 1993 May 1933 CLERK 182OARD==00FISSUPERVISORS CONTRA COSTA CO CONTRA COSTA Co. Board of Supervisors Contra Costa County Martinez, CA 94523 RE: Proposed Delta Pointe Communily,in Oakley, California Dear Board of Supervisors: As a resident and homeowner in Quail Valley Estates, the neighboring community to the above proposed project, I would like to formally register my opposition the project as planned. Namely, I object to converting my community's fire trail into an ingress and egress, i.e. thoroughfare, between the two communities. This proposal presents only liabilities to me and my neighbors. As you know, my community was approved by the Board of Supervisor to be built without sidewalks and with streets narrower than those accepted by County standards. As such, increasing the traffic flow in our community will significantly increase the potential for an accident to occur. Furthermore, as private street, traffic control will not be provided by the Sheriff's Department and the Association has no leverage to enforce the rules on non-residents/homeowners. Given that the population of Quail Valley Estates has a significant amount of young children, the potential for a hazardous accident to occur is magnified by the proposed additional traffic count. Since Quail Valley Estates has private streets, the increased usage would only accelerate maintenance programs and, thereby increase the cost to each Quail Valley resident/homeowner. In summary, although there are benefits for developing this community, there are none as it relates to using our fire trail and private streets for ingress/egress for the two communities. I request you deny the plans as proposed and only consider a plan which would address my concerns as raised. Sincerely Yours, A A A I r*11 g pa li..
