RECOMMENDATION Relieve the General Services Department of $3, 160 in theft related shortages in the Custodial Division supply inventory. II. BACKGROUND In late January and early February 1993, the Custodial Division discovered shortages in their toilet paper and plastic bag inventories . A request for re-keying the area was made, keys were collected from staff, and physical inventory counts were increased, but the thefts continued. Police reports were made on March 26, and April 19, 1993. There have been no thefts since the area was re-keyed on April 20, 1993 . III. FISCAL IMPACT The value of the supply inventory shortage is estimated at $3, 160. Schmall, CIA, Senior Auditor i ,flr� P-� OFFICE OF SUBJECT: Relief of Custodial Supply Shortages COUNTY ADMINISTRATOR We have reviewed the attached request dated May 20, 1993 from the Director of General Services seeking a relief from inventory shortages. We concur with granting a relief of the $3,160 inventory shortage so the perpetual inventory account in the County Finance System can be adjusted. The department's detection and investigation of the incident appears adequate: We believe the re- keying of the inventory storage area is a good control procedure. Bublitz�,aAd� rative Services Assistant SUBJECT: Request for Relief of 'L7to a Supply Shortages FY 92/93 The Custodial Division of the General Services Department requests relief from FY 92/93 custodial supply shortages, valued at approximately $3160 . The shortages were theft related, and ended when the storage facility was re-keyed on April 20, 1993 . Because the Custodial Supervisor believed that supplies were missing on March 26, 1993, a physical inventory was done. It was determined that several hundred dollars worth of toilet paper and trash bags were missing. A police report was filed. On Monday April 19, 1993, staff discovered that four more cases of toilet paper ( 96 rolls per case) were taken over the weekend, so a supplemental police report was filed. According to the police, there were no signs of forced entry to the facility. A latent finger print removed from the scene has not provided any leads . The police have no suspects . A neighbor of the facility observed two men loading supplies into a truck over the weekend, but did not call the police. There have been no thefts since the locks on the storage facility were changed on April 20, 1993. The division is continuing to do counts of the physical inventory to ensure that any thefts are discovered in a timely manner. If you need additional information, please call me at extension 3-7116 .
