OF
CONTRA COSTA COUNTY, STATE OF CALIFORNIA
RESOLUTION NO. 93/289
WHEREAS volunteering one's time and resources is an undisputed part of our heritage
and is essential to ours nation's well-being; and
WHEREAS to achieve ;a better society for ourselves and for our children, we must
work together for the ;betterment of all our citizens; and
WHEREAS government alone cannot solve all of our society's problems because of
their magnitude and nature; and
WHEREAS 200 Court Appointed Special Representative (CASRs) work each day, not
for profit or for recognition, but to build better lives for approximately 300 dependent
children in Contra Costa County; and
WHEREAS CASRs transform limited resources into unlimited possibilities as well as
offer love and compasItion, and provide leadership and hope; and
WHEREAS the key to solving our immense social problems is the establishment of an
effective working partnership between the courts, public agencies,private foundations
and agencies and volunteers; and the use of public-private partnership and
volunteerism has proven to be cost-effective and a sound problem-solving tool; and
WHEREAS legislation enacted by Statutes of 1988, chapter 723, added section 100
to the Welfare and Institutions Code which requires the Judicial Council to adopt
program guidelines ford-local CASR programs to assist abused and neglected children
who are subject to judicial proceedings; and
WHEREAS that the Board of Supervisors of the County of Contra Costa, California,
honor those 200 County residents whose voluntary contributions of time, and money
provide leadership and 1,hope to the children of the County, and COMMENDS the Court
Appointed Special Representatives Program for the outstanding role it plays in fulfilling
the needs of abused and neglected children who are dependents of, or are involved
in, the Juvenile Court 'process.
NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Board of
Supervisors hereby acknowledges acceptance of the grant awarded from the Judicial
Council of California, for the Court Appointed Special Representative Program.
ADOPTED BY THE BOARD ON JUNE 8, 1993.
I HEREBY CERTIFY that the forgoing is a true and correct
