THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA

A. B. McNabney, Vice President-Conservation, Mt. Diablo Audubon
Society, spoke on a proposal to dispose of solid waste collected
in the County to a disposal site outside of the County.
Richard Tam, President, Sierra Club, spoke on the fees charged at
the County's waste disposal sites and particularly Keller Canyon
Landfill.
At the request of Supervisor Bishop, staff was instructed to list
on the June 13 , 1993 , Board Agenda, a referral to the Finance
Committee to review how the surcharges have been spent and the
mitigation fees applied.

Contra Costa County now has the finest solid waste disposal facility in the
United States. The need for adequate, modern disposition of solid waste is
a high priority item. Substantial time and effort has been expended to put
the Keller Canyon solid waste disposal site in operation.
It makes NO environmental sense. to have created this sophisticated site
and then NOT make full use of it. We respectfully suggest a Plan be created
to attract solid waste streams from unsophisticated, probably unsanitary
sites in other areas to Keller.
This organization has been involved in the selection, creation and operation
of the County"s waste site and it is fulfilling the promise extended. We
respectfully suggest your Honorable Board initiate action to produce the
result we here envisioned. To assit, we are writing the Mayors and
members of the councils of the cities and towns in CCC urging part-icipation
in such an effort. We urge full exploration of views of decision makers be
undertaken so a concensus can be developed which in the end will produce
use of the Keller Canyon solid waste site by all CCC municipalities.. The
end result will be environmentally responsible and should roduce
reasonable rates.
