SUBJECT: REPORT REGARDING MAINTENANCE OF THE JUVENILE HALL
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . ACCEPT the 'Attached , report from the Superintendent of the
Juvenile Hall, the Juvenile Hall Replacement Advisory Group
and the Juvenile Justice & Delinquency Prevention Commission
on the Maintenance of Juvenile Hall .
2 . ACKNOWLEDGE that there is an extensive work program in place
currently where residents of Juvenile Hall are responsible for
keeping their rooms and living areas clean and free from
graffiti .
3 . AUTHORIZE expansion of the General Assistance Workfare Program
where GA recipients, under the supervision of staff from the
General Services Department, can perform painting, patching
and related services at Juvenile Hall, as is outlined in the
attached report.
4 . ENCOURAGE the County Probation Officer, through an exit
interview process and by contacting retired members of his
sta7ff, to explore the feasibility of forming an alumni group
of retired probation officers which could help supervise
residents of Juvenile Hall in doing additional maintenance
work, possibly by working through the Juvenile Hall Auxiliary.
5 . REMOVE this item as a referral to our Committee as well as the
referral of April 20, 1993 asking the County Probation Officer
to explore the feasibility of developing a joint program with
the Animal Services Department whereby some animals. could be
cared for by the youth at Byron Boys ' Ranch, leaving on
referral on-going oversight of the work of the Juvenile Hall
Replacement Advisory Group.

BACKGROUND:
On April 20, 1993, the Board of Supervisors approved our last
report on this subject. This included directing the County
Probation Officer, in consultation with the Juvenile Hall
Replacement Advisory Group and the Juvenile Justice and Delinquency
Prevention Commissions, to report to the Internal Operations
Committee on June 14, 1993 with a proposal for how maintenance at
the Juvenile Hall can be accomplished more quickly and less
expensively with participation by the youth in the Hall .
On June 14, 1993, our Committee met with Jerry Buck, County
Probation Officer; Kathy Brown, Deputy General Services Director;
Dennis Lepak, former Probation Department employee; Dave Grossi,
Juvenile Hall Superintendent; Linda Baker, representing the
Juvenile Justice and Delinquency Prevention Commission; and Clyde
Parkhurst, representing the Juvenile Hall Replacement Advisory
Group. We reviewed the attached report, which was presented by Mr.
Grossi, and concurred in by all of those who were present.
Mr. Grossi emphasized that the residents of Juvenile Hall already
do a lot of the clean-up and maintenance of their living quarters .
The problem is with trying to supervise groups of residents when
they are outside of their immediate living unit to do maintenance
work.
The alternative of having GA Workfare participants, under the
supervision of the General Services Department, do the more
extensive maintenance and painting is an acceptable alternative for
getting Juvenile Hall cleaned up, although Supervisor McPeak
expressed her disappointment that the residents could not become
even more involved in the maintenance of the Juvenile Hall for the
reasons which are outlined in the attached report.
We have also been discouraged from pursuing the idea of letting the
residents of Byron Boys ' Ranch assist in caring for animals from
the Animal Services Department by the Superintendent of Byron Boys '
Ranch and are, therefore, prepared to report that referral out
without action.
We do wish to continue to provide oversight to the overall effort
to replace Juvenile Hall and would, therefore, like to continue to
retain on referral the review of the work of the Juvenile Hall
Replacement Advisory Committee, which is expected to provide us
with a progress report on September 13, 1993 .

Recently the Board of supervisors directed the County Probation .
Officer to develop a proposal for improving the maintenance at
Juvenile Hall. The Hoard's directive reads as follows:
"Direct the county Probation officer, in consultation with
the Juvenile Hall Replacement Advisory Group and the
Juvenile Hall Justice and Delinquency Prevention comiasion,
to report to the Internal Operations Committee an acne 14,
1993 with a proposal for how maintena=e at the Juvenile
Hall can be accommplished. more quickly and less expensively
with participation by the youth in the Hall."
The authors of this report met on a number of occasions and
explored different ways to meet the maintenance needs at Juvenile
Hall in an efficient and cost effective manner. After
considering the alternatives, including the participation of
Juvenile Hall residents, we recommend that the Board endorse the
utilisation of Workfare Program participants in the ongoing
maintenance of Juvenile Hall. General Services Deputy Director
Kathy Brown, indicates that the utilisation of Workfare Program
participants to provide ongoing maintenance at Juvenile Hall is
feasible. Discussions on this subject to date have revealed the
following:
+a Workfare participants, under the supervision of a General
Services Department employee, could perform painting,
patching, and related services at Juvenile Hall.
Other than the direct benefit received by Juvenile Hall and
other County facilities, the goal of the program will be to
provide relevant job training to Workfare participants.
0 Workfare participants would be screened for their
suitability to work within the confines of a secure facility
entailing contact with children in custody.

0 Discussions between management and labor have taken place
regarding the concept and agreement has been reached
regarding its feasibility.
Much consideration was given to involving juvenile Hall residents
in the ongoing maintenance of the facility. Although this
concept certainly has merits, we believe utilization of Workfare
participants, as described above, is the most desirable
alternative. Involving youngsters in the maintenance of the
Juvenile Ball would entail exposing the children to potentially
caustic materials and allowing them access to tools and materials
that may jeopardize their safety and the security of the
facility. Given the short length of stay of many Juvenile Hall
residents, attaining some sort of continuity and consistency in a
maintenance program would be problematic. Maintenance personnel
generally are not trained child care workers and requiring them
to be responsible for the supervision and security of detained
youth would not be desirable.
Again, we recommend that the Board of Supervisors endorse the
concept of the utilisation of Workfare Program participants in
the maintenance of Juvenile Hall as we believe that this approach
would be successful in helping to improve the living environment
of the youth detained at the facility.
