Adopted this Order on June 22, 1993 by the following vote: AYES: Supervisors Bishop, McPeak and Torlakson NOES: Supervisors Powers and Smith ABSENT: None ABSTAIN: None I SUBJECT: In the Matter of Amending Resolution 92/107 ) and Rescinding Resolution 92/502 ) Resolution No. 93/391 WHEREAS the Board of Supervisors of Contra Costa County recommended on June 15, 1993 that there be a continuation of the salary rollback for the Board of Supervisors and the deferred cost-of-living adjustments for the County Administrator, Department Heads and Board of Supervisors for at least another six months while the negotiations with employee organizations and the Management Council for salary savings are completed and the State budget is adopted; NOW THEREFORE: i The Contra Costa Couizty Board of Supervisors in its capacity as governing board of the County of Contra Costa and all districts of which it is the ex officio governing board RESOLVES THAT: 1. Effective June 23, 1993, Resolution 92/502 adopted July 20, 1992 deferring a 30 level (3%) general increase for all department heads and the County Administrator from October 1, 1992 to July 1, 1993 is rescinded; 2. Effective June 23, 1993 Section IC (October 1, 1992 General Increase) of Resolution 92/107, adopted March 3, 1992, is amended to exclude the County Administrator and all County Department Heads listed below from the 30 level (30) salary increase authorized therein: Agricultural Commissioner/Director of Weights and Measures Assessor Assistant County Administrator-Director of Personnel Auditor-Controller Clerk-Recorder Community Services Director County Administrator County Counsel County Librarian County Municipal Court Administrator County Probation Officer County Veterans' Service Officer County Welfare Director Director of Animal Services Director of Building Inspection Director of Community Development Director of General Services Director of Growth Management & Economic Development Director of Health Services District Attorney-Public Administrator District Court Manager A and B Private Industry Council Director Public Defender Public Works Director Retirement Administrator Sheriff-Coroner; Treasurer-Tax Collector i 1 hereby certify that this is a true and correct copy of an action taken and entered on the minutes of the Board of Superviso n the date shown. i ATTESTED: 1 --�... Dept: Personn ell Department cc: All Department Heads __ _ oFni,tv Auditor-Controller/Payroll Auditor-Controller/Systems Personnels Records Retirement RESOLUTION NO. 93/391 i v ORDINANCE NO. 93- 3g (Maintaining Reduced Supervisors ' Salaries ) The Contra Costa County Board of Supervisors ordains as follows (omitting the parenthetical footnotes from the official text of the enacted or amended provisions of the County Ordinance) : SECTION I : SUMMARY. This ordinance maintains the current three percent reduced salaries of the board of supervisors after July 1, 1993 . SECTION II . SUPERVISORS' SALARIES. Notwithstanding section 24- 26 . 006 of the County Ordinance Code as amended by Ordinances Numbers 92-17 and 92-48, beginning for the period on and after July 1 , 1993, each supervisor, for service as such, shall continue to receive a base monthly salary at the monthly rate specified at C1 1977 (LVL No. 1977, step 5 ) in the Contra Costa County Pay Series Schedule. (Ords . 93- 38 , 92-48, sec. II, Const. XI, sec . 1 (b) , Gov.Code sec. 25123 . 5, Elec. Code sec. 3752 . ) SECTION III . PAY SCHEDULE. A copy of the approved Contra Costa County Pay Series Schedule (dated 1-1-92 ) has been and shall be maintained on file and available for public view at the Personnel Department, 2nd Floor, County Administration Building, Martinez, California . SECTION IV. URGENCY DECLARATION. This ordinance is for the immediate preservation of the public peace, health, and safety within the meaning of Government Code Section 25123 and Elections Code section 3751 , because it assists with the maintenance of the current level of County, expenditures and provision of services . SECTION V. SEVERABILITY. This Board declares that, if the urgency nature of this ordinance is invalidated, it intends SECTIONS II to remain valid and effective and that it would have passed SECTION II ,even without the urgency provisions . Therefore, the Board directs that this ordinance be treated and published, effective and operative, as both an urgency and a non- urgency ordinance as provided in SECTION VI . SECTION VI . EFFECTIVE AND OPERATIVE DATES. As an urgency ordinance, this ordinance becomes effective and operative immediately on introduction and passage. If a court holds it to be a non-urgency ordinance, it becomes effective 60 days after passage (on second reading) , and within 15 days of passage shall ORDINANCE NO. 93- 38 I c I 1 be published once with the names of supervisors voting for and against it in the rnNTRA r0STA TTMp.S a newspaper published in this County.
