SUBJECT: Approval of CDBG Project Agreement 19-65 for Pittsburg Senior Housing
Project
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Director of Community Development or his designee to:
1) enter into a Project Agreement with the Housing Authority of the
County of Contra Costa providing $30,000 in CDBG funds to be used for
predevelopment expenses for the Pittsburg Senior Housing Project; and
2) execute loan documents with the Housing Authority for this purpose.
FISCAL IMPACT
No General Funds are involved. Funds .for this project were approved
from the County's FY 1991-92 Community Development Block Grant (CDBG)
allocation.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Board of Supervisors previously approved $30,000 in FY 1991-92
CDBG funds to cover predevelopment expenditures for a new senior

housing project to be located on property owned by the Housing
Authority at the end of Chester Street in Pittsburg. CDBG'funds
will be used for the following:
1 . project feasibility study;
` .2 . preparation of preliminary site and building plans;
3 . traffic study; and
4 . preparation of an application for funding through the
U.S. Department of Housing and Urban Development Section
202 Supportive Housing for the Elderly Program.
As proposed, the Pittsburg Senior Housing Project will provide 54
units of very-low and low income housing occupied by and affordable
to elderly households . Assuming the project is successful in
obtaining Section 202 funds, construction is expected to begin in
1994 .
The CDBG funds will be provided in the form of a 40-year, zero-
interest deferred loan, forgivable in 40-years or in the event that
the project proves to be infeasible. In addition to the Project
Agreement, the County will enter into a Promissory Note and Deed of
Trust with the Housing Authority for this project.
