HomeMy WebLinkAboutMINUTES - 06221993 - 1.73 /, 73 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on June 22, 1993 , by the following vote: AYES: Supervisors Powers, Smith, Bishop, 1`10eak, Torlakson NOES: None ABSENT: None ABSTAIN: None SUBJECT: REGIONAL ANTI-DRUG PROGRAM RESOLUTION OF THE GOVERNING BOARD 93/ 381 WHEREAS the Board of Supervisors, Contra Costa County, desires to undertake a certain project designated REGIONAL ANTI-DRUG PROGRAM,to be funded in part from funds made available through the Anti-drug Abuse Act of 1988 for the Anti-drug Abuse Program administered by the Office of Criminal Justice Planning (hereinafter referred to as OCJP). NOW,THEREFORE, BE IT RESOLVED that the District Attorney, Sheriff-Coroner, and Chief Probation Officer of the County of Contra Costa is authorized, on its behalf, to submit the proposal to OCJP and is authorized to execute on behalf of the Board of Supervisors the Grant Award Agreement, including any extensions or amendments thereof. IT IS AGREED that any liability arising out of the performance of this Grand Award Agreement, including civil court actions or damages, shall be the responsibility of the grant recipient and the authorized agency. The State of California and OCJP disclaim responsibility for any such liability. BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to supplant expenditures controlled by this body. Buck, County Probation Officer DATE: June 7, 1993 SUBJECT: Approval For Submission and Execution of Contract With the State Office of Criminal Justice Planning for Funding of Regional Anti-Drug Program for the Period July 1, 1993 to June 30, 1994 - District Attorney $206,00; Sheriff-Coroner $136,000; and Probation Department $171,846 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION Authorize the District Attorney, the Sheriff-Coroner, and the County Probation Officer to submit applications and execute grant award contracts with the State Office of Criminal Justice Planning for funding of a Regional Anti-Drug Program in the amount of$206,00, $136,000, and $171,846, respectively, for the period July 1, 1993 through June 30, 1994. II. FINANCIAL IMPACT None. The grant contracts will fund two(2) attorneys and fifty percent(50%)of one(1) clerk in the District Attorney's Office; one (1) toxicologist, one (1) lab aide, and one (1) clerk in the Sheriff- Coroner's Office; and two (2) deputy probation officers and one (1) group counselor in the Probation Department. Federal revenue will be built into the 1993/94 budgets of the District Attorney's Office, the Sheriff-Coroner's Office, and the Probation Department to implement the grants. III. REASONS FOR RECOMMENDATION/BACKGROUND The purpose of these grants is to improve law enforcement efforts, in a coordinated manner, against major, mid-level, and street drug offenders throughout Contra Costa County. The added staff will allow the Sheriffs Office and the District Attorney's Office to reduce the turn-around time for analysis of drug test results and devote more concentrated efforts to drug prosecution. The Probation Department will operate a custodial drug treatment program for adult male felons convicted of drug offenses. IV. CONSEQUENCES OF NEGATIVE ACTION Failure to approve this recommendation Mu Id result in the loss of $513,,846 in federal funds available to combat the drug problem in tra Costa County.
