SUBJECT:
SUBMISSION OF PROPOSAL TO THE FEDERAL DEPARTMENT OF HEALTH AND HUMAN
SERVICES FOR A DEMONSTRATION GRANT TO SERVE HOMELESS CHILDREN.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)6 BACKGROUND AND JUSTIFICATION .
I. RECOMMENDED ACTION
APPROVE submission of a proposal for a Head Start Grant to the
Federal Department of Health and Human Services to expand Head
Start to increase the capacity to respond to the special needs of
homeless families within Contra Costa County.
AUTHORIZE the Director, Community Services Department, or her
designee, to sign application documents .and contracts on behalf of
the County.
II. FINANCIAL IMPACT
This request is for an application for a competitive process. The
amount to be awarded is approximately $200, 000 per year for three
years but not guaranteed. There is a requirement of 20% match which
the CSD will seek through inkind volunteer services(refer to
attachment page 1, titled sara.xls) . If and when an amount is
awarded for this competitive project an appropriation adjustment
will be forwarded to the County for processing.
III. CONSEOUENCES OF NEGATIVE ACTION
A decision not to approve this application could result in loss of
much needed services to the homeless families in Contra Costa
County.

IV. REASONS FOR RECOMMENDED ACTION
This proposed action provides CSD Head Start Division the ability
to compete for funding to increase its capacity to respond to the
special needs of homeless families within Contra Costa County.
The funds are for a Demonstration Project for the term of 3 years
at $200, 000 per year. Funds are available to provide Head Start
agencies with resources to: (1) enable additional homeless families
to access Head Start services; (2) provide services responsive to
the special needs of homeless children and families; (3) identify
effective methods of addressing the needs of homeless families; and
(4) implement and document replicable strategies for collaboration
between Head Start programs and community agencies on behalf of
homeless families.
