Adopted this Order on June 22, 1993 by the following vote:
AYES: Supervisors Powers, Smith, Bishop, McPeak and Torlakson

ABSENT: None
ABSTAIN: None
SUBJECT: Resignation from Board of Commissioners of the Orinda Fire Protection
District.
The Board received a May 27, 1993 letter from Charles L. Blue tendering his
resignation from the Board of Commissioners of the Orinda Fire Protection District.
IT IS BY THE BOARD ORDERED that the resignation of Mr. Blue is
ACCEPTED, and the vacancy is REFERRED to the Internal Operations Committee.
IT IS BY THE BOARD FURTHER ORDERED that a policy is ADOPTED to
defer filling vacancies on boards of fire commissions pending decision on consolidation
and/or reorganization of fire districts.

Dear Dr. Smith:
RE: Resignation as a Commissioner from the Board of the ORINDA FIRE PROTECTION
DISTRICT effective June. 30, 1993.
It is with mixed feelings, and it is timely, that I resign from the position of Commissioner of the
Orinda Fire Protection District effective June 30, 1993. My appointment expires December 31,
1995,
In 1969 the Board of Supervisors appointed me a commissioner. My service to the District, City
and Citizens of Orinda, and.Contra Costa County has been continuous over 24 years.
I was honored to be elected to the position of Chair of the Board of Commissioners in 1974 and
each year there-after to the present time.
With your support and that of the Board of Supervisors, an acceptable level and quality of
emergency service should be assured to the citizens of Orinda who formed this district in 1933.
I appreciate the confidence expressed by the Board of Supervisors in successively re-appointing
me a commissioner. 1 have had the privilege to work with dedicated commissioners, professional
and well trained chiefs,firefighters, and staff. Thank you for the opportunity to have served.

At the merit Fire District Commissioners' meeting on June 10, you
and Jeff Smith indicated a willingness to consider an expedited
method for appointing members to the Orinda Fire Protection
District due in part to the fact that we now need two new members
because of the recent resignation of long term memFe—r Chuck Blue.
I suggest the following process be implemented:
0. County Clerk issues notice of vacancy, as required by law
Do. City Clerk issues invitation to residents to apply, through
posting notices and news releases
0. Orinda City Council, in a manner of their own choosing,
interviews interested residents and selects one candidate per
vacancy
0. Candidate's name and application submitted to the Board of
Supervisors for acceptance or rejection.
I believe this method to be the consensus of current District
members because we believe that the elected Councilmembers of the
City of Orinda are in the best position to select, at the local
level, dedicated persons who would have the best interests of their
County and City at heart.
We do not believe it to be in the best interest of the District to
try to perpetuate ourselves as members of the Commission by
involving ourselves in the selection process. And, most
importantly, we believe that this suggested method will bring back
the confidence in the County, City and commission on the part of
the general public which seems to have eroded sharply over this
past year.
These are emergency times and we look to you and our other elected
officials for continuing leadership.
