Project No. 4660-6X4179-92 Specific Request(s) or Recommendations) & Background & Justification I. RECOMMENDED ACTION: APPROVE the Plans and Specifications for the Project and ADVERTISE for bids to be received on Tuesday, August 3, 1993, at 2:00 p.m. DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 20392 of the Public Contract Code, and DETERMINE that the project is a California Environmental Quality Act Class 1(c) Categorical Exemption. II. FINANCIAL IMPACT: The estimated contract cost of the project is $400,000, funded by Caltrans (HB4-N Minor A) (67%) and County (Discovery Bay Area of Benefit) (33%). III. REASONS FOR RECOMMENDATION/BACKGROUND: The project is needed to improve the capacity of the intersection by installing signals, and adding acceleration and deceleration lanes. Kuevor of Supervisors and CTL,; Administrator Auditor-Controller PW Accounting Construction By ,Deputy Community Development A 141 Approve Plans and Specifications for SR4/Byron Highway Intersection Improvements Project, Byron Area June 22, 1993 Page 2 The project has been determined to be in compliance with the General Plan and is exempt from CEQA because the project consists of minor improvements to an existing facility. Caltrans, as the lead agency responsible for all right of way and environmental work has processed all environmental documents in compliance with CEQA procedures. Caltrans has found the project to be categorically exempt under Section 1510 Class 1(c) of the Implementation of the California Environmental Quality Act. The Public Works Director has filed with the Board of Supervisors the Plans and Specifications for the project. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request. IV. CONSEQUENCES OF NEGATIVE ACTION: If the project is not approved for advertising, it will not be constructed.
