SUBJECT: FOR MODERNIZATION PROJECT GRANT CA39PO11702 (CPG)
FISCAL YEAR 1993 FUNDING - $2,722,894
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
ADOPT Resolution No. 3681 authorizing the execution of Amendment No. 45 to
Annual Contributions Contract No. SF-182 and AUTHORIZE the Executive Director of the
Housing Authority of the County of Contra Costa to execute all necessary HUD contract
documents for the $2,722,894 Comprehensive Grant Program funds approved for FY 1993,
as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
Funding has been approved by the U. S. Department of Housing and Urban
Development (HUD) under its Comprehensive Grant Program (CPG) in the total amount of
$2,722,894 for continued planned comprehensive improvement work, management
improvements, security guards on a PHA-wide basis and a variety of youth and senior
programs.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On April 28, 1993 the Housing Authority of the County of Contra Costa received
a letter from Julian A. Fitzhugh, .Director, Office of Public Housing, San Francisco
Regional Office of the Department of Housing and Urban Development, announcing that
our Comprehens.ive Grant Program annual submission for Fiscal Year 1993 had been
approved in the total amount of $2,722,894. The CPG application/submission was
approved by the Board of Commissioners on February 9, 1993.
At its Regular Meeting on Monday, June 21, 1993, the Advisory Housing
Commission voted to recommend adoption of Resolution No. 3681 authorizing the
execution of Amendment No. 45 to Annual Contributions Contract No. SF-182.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board ,of Commissioners elect to not adopt Resolution No. 3681,
authorizing the execution of Amendment No. 45 to the Annual Contributions Contract No.
SF-182, the Department,of Housing and Urban Development would withdraw its allocation
of $2,722,894, thereby jeopardizing the continuation of planned modernization.
Additionally, the Board of Commissioners would be adopting a posture contrary to its
position of providing decent, safe and sanitary housing for low-income families.

RESOLUTION NO. 3681
RESOLUTION APPROVING MODERNIZATION PROJECT GRANT
TO CONSOLIDATED ANNUAL CONTRIBUTIONS CONTRACT NO. SF-182
AND AUTHORIZING ITS EXECUTION
WHEREAS, the Housing Authority of the County of Contra Costa (herein called
the "Local Authority") entered into a Consolidated Annual
Contributions Contract on February 24, 1962 (as amended) , with the
United States of America (herein called the "Government") ; and,
WHEREAS, it is deemed advisable by the Local Authority and the Government
to amend the Consolidated Annual Contributions Contract in the
particulars indicated in such Amendment:
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Housing
Authority of the County of Contra Costa, as follows:
1. The amendment to the Annual Contributions Contract is hereby
approved and accepted. The Executive Director is hereby
authorized and directed to execute seven counterparts of the
Amendment on behalf of the Local Authority, and the Secretary is
hereby authorized to impress and attest the official seal of the
Local Authority on each such counterpart and to forward such
executed counterparts, or any of them, to the Government together
with such other documents evidencing the approval and authorizing
the execution thereof as may be required by the Government.
2. This Resolution shall take effect immediately.

SUBJECT: Comprehensive Grant Program (CGP)
CGP Number: CA39PO11702
FFY 1993 Funding Approval
This is to inform you that the Contra Costa County Housing
Authority' s CGP Annual Submission for FFY 1993 in the amount of
$2 ,722 , 894 is approved. Please note that this approval is only
for this year's- Annual Submission. The revised five-year Action
Plan, along with any amendments to your Comprehensive Plan, will
be reviewed within the remaining balance of the 75 day review
period in preparation for the FFY 1994 Annual Submission.
The Department is providing your housing authority CGP
funding now based on the presumptive estimate given to you in
December. The amount is likely to be less than your final dollar
amount for Fiscal Year (FY) 1993 which cannot be determined as
yet. The Modernization funds are part of the Annual
Contributions Account of the HUD Budget. That account was funded
in FY 1993 , but part of the funding is derived from recaptures of
prior year funding. Because those recaptures are still taking
place, a final CGP dollar amount cannot be established until
later in the FY. Also, at this point in the CGP cycle, the
appeals process for the "Modernization Troubled" designation and
HUD review of the appeal, has not been exhausted.
Secretary Cisneros' policy is to expedite the housing
authority submission, HUD review and approval of the CGP annual
submission in order to get those funds in your hands to support
the economic stimulus efforts and provide much needed assisted
housing. The Department will provide you with a final dollar
amount later this FY. Should that amount be different from that
approved now, you should amend your Annual Statement as provided
for in the Handbook 7485. 3 , Chapter 8, paragraph 8-5 .B.2 .c.

Enclosed is an original and two copies of form HUD - 52840
"Comprehensive Grant Amendment to Consolidated Annual
Contributions Contract" . Please sign and enter your Tax
Identification Number (TIN) directly on the ACC Amendment, prior
to returning the documents to our office for final execution.
The TIN on the ACC facilitates our Regional Accounting Division
in linking-up your Authority with the CGP in the Letter of Credit
Control System (LOCCS) .
The activities set forth in the Annual Statement shall be
undertaken in accordance with the following implementation
requirements set forth in the CGP Handbook 7485 . 3 . Particular
attention should be given to:
1. Resident and local government participation requirements
during the implementation and monitoring of the
Comprehensive Plan and Annual Statement in Chapter 5;
2 . Amendments to Comprehensive Plan, including Five-Year
Action Plan in Paragraph 6-14 ;
3 . Amendments to the Annual Statement in Paragraph 8-9 ;
4 . Conduct of approved activities in Chapter 11; and
5. Annual reporting requirements in Chapter 12 .
