SUBJECT: DECLARATION OF A PUBLIC EMERGENCY AND AUTHORIZATION TO
NEGOTIATE A CONTRACT UNDER SINGLE SOURCE CONDITION FOR FOOD
STAMP STORAGE AND COUNTY WIDE DISTRIBUTION SERVICE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)6 BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
DECLARE a Public Emergency due to time constraints and
AUTHORIZE the Social Service Director or designee to
negotiate a sole source contract for the provision of a Food
Stamp storage and distribution system within Contra Costa
County, replacing the service being terminated by the U.S.
Postal Service on September 15, 1993 . This declaration and
negotiation process shall be in conformity with California
State Department of Social Service regulations 23-650. 11 and
23-650. 151.
FISCAL•
The department through its administrative claiming process
will pay a partial share of the resulting contract,
approximately 15%. The current contract with the US Postal
Service is projected at approximately $720, 000 for the 92/93
fiscal year, of which $108, 000 is County cost.
BACKGROUND:
The United States Postal Service (USPS) is the current
provider of food stamp redemption services under a contract
with Food and Nutrition Services (FNS) . The regional office
in Oakland is now providing these services for Contra Costa
County. The Oakland office has asked for permission to
terminate all its Food Stamp Program activities, has been
granted that request and notified the County Auditor of the
intent to terminate food Stamp services as of July 22, 1993 .
At Social Service urging, USPS staff indicated a willingness
to extend service through September 15, 1993 .

Other Counties in the Northern California Postal Region and
some in Southern California are experiencing the same
forced change in service delivery. However, no other county
has had the sole reliance on the Postal Service that Contra
.Costa has had. Where that has provided a rich level of
distribution service for our clients, it currently places us
at relative disadvantage without the ability to shift to
alternate distribution systems in place in other counties.
The Social Service Department is in the process of seeking
a further extension of the September 15, 1993 termination
date. However,the requirements of negotiating and
implementing an alternate service system force the requested
urgent course of action and preclude the normal Request For
Proposal process.
There are slightly more than 23 , 000 Food stamp households in
Contra Costa. Clients are given approximately $3 , 175, 000
worth of stamps each month. Based on the experience of other
counties, Contra Costa should find a service provider at a
lower cost than the projected $720, 000 charges from the
USPS.
It is the intent of the Social Service Department to
continue to pursue the cost and operational feasibility
evaluations of automated distribution systems. However,
Contra Costa does not have in place the supporting hardware
nor the software necessary to implement an automated
system at this time. During the period of this emergency
contract those feasibility studies will provide the basis of
a future Request For Proposal.
NEGATIVE IMPACT:
If this request is not approved, there will be a loss of
Food Stamp redemption services depriving citizens of Contra
Costa County of the receipt of benefits to which they are
eligible by law, and subject the County to sanctions by the
Federal and State governments.
