SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
AUTHORIZE AND APPROVE the attached resolutions proposing fee increases for the
following departments:
1. Clerk-Recorder, increasing marriage license fees from $59.00 to $60.00; confidential
marriage license fees from $55.00 to $65.00; and marriage ceremony fees from
$29.00 to $30.00.
2. Animal Services, rescinding Resolution 92/562 and establishing an updated fee
schedule.
3. Sheriff-Coroner, increasing vehicle impound fees to $15.00 per day and evidence
sample processing fees to $31.30 per hour or part (minimum 1 hour).
4. Probation, increasing supervision of probationer fees from $25.00 maximum to
$50.00 maximum per month.
FINANCIAL IMPACT:
Increased revenues expected from the fee adjustments are already included in the
departments' budget plans for FY 1993-94 and will, therefore, not result in new financing
for program enhancements or mitigation of proposed program reductions.

BACKGROUND:
Existing law permits the County to charge fees not exceeding the actual cost of providing
certain services. On April 20, 22 and 30, 1993; the Board accepted the County
Administrator's report and recommendations on "local problem" and 40% reduction plans
and heard testimony from departments, staff and concerned citizens on proposed budget
reductions. Additionally, on May 25, 1993, the Board adopted the County's 1993-94
Proposed Budget including recommendations for Phase I reductions. Phase I reduction
plans plans included the proposed fee increases set forth in the attached resolutions.
Existing law requires that a public hearing be held at which oral or written presentations can
be made prior to a county adopting any legislation enacting a new or increased fee. This
meeting must also be noticed in a regularly published newspaper.
CONSEQUENCES OF NEGATIVE ACTION:
Failure to increase and/or adopt the proposed fees would require additional program
reductions for the affected departments.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Approve proposed increase of County Clerk Department Marriage License and
Marriage Ceremony related fees effective July 1, 1993 .
Marriage License Fee: Increase from $59 to $60.
Confidential Marriage License Fee: Increase from $55 to $65.
Marriage Ceremonies: Increase from $29 to $30.
FINANCIAL IMPACT
It is anticipated that revenues will increase for the 1993-94 fiscal year.
REASONS FOR RECOMMENDATION/BACKGROUND
A study performed by Northern California Research Associates (1990)
identified the costs of providing these services; fees were established
August, 1990.
The County Clerk is authorized to increase fees for services to reflect
changes in the value of the dollar according to the Consumer Price Index,
pursuant to Government Code 26820.8 (CCP) .
Contra Costa is the only county in California charging less for a regular
marriage license than a confidential license. Confidential licenses are more
complicated than regular licenses, and include the confidentiality issue as
well.

The Board of Supervisors having adopted Resolution 92/562 which provides
for fees for Animal Services; and
The Animal Services Director having recommended that certain Animal
Services fees be increased or added;
IT IS BY THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS RESOLVED that the
recommendation of the Animal Services Director is approved, and that
Resolution 92/562 is rescinded effective August 1, 1993, and that the fees
shown below are effective August 1, 1993.
Individual Dog and Cat Licenses
Licensing of individual cats is voluntary.
The fee for licensing a dog or cat is $21.00.
The fee for licensing a neutered dog or cat as evidenced by a
veterinarian is $7.00.
A late fee of $15.00 shall be charged:
(a) for failure to license an animal within 30 days after a license is
required, or
(b) if a renewal fee is unpaid within 60 days after it is due and
payable.
The fee to individually license a dog or cat for two years is $37.00.
The fee to individually license for two years a neutered dog or cat as
evidenced by a veterinarian is $13.00.
The fee to individually license a dog or cat for three years is $53.00.

The fee to individually license for three years a neutered dog or cat as
evidenced by a veterinarian is $19.00.
License Fee Refunds and Credits
License fees once paid are nonrefundable.
(a) If, within 120 days, the owner of an animal who has purchased a
one-year license and whose animal is under one year of age submits
proof from a licensed veterinarian that the animal has been spayed
or neutered, a credit equal to the one-year license fee for a
spayed or neutered animal will be applied to the next animal
license purchased by the owner.
If an animal dies or is moved out of the county, any unused
licensing credits will be refunded to the owner on written request
if the request is received within the effective time period of the
license.
Multiple Pet Licenses
The application fee for a multiple pet license is $40.00.
Multiple pet license application fees are due and payable upon
application for a multiple pet license.
• The fee for a. multiple pet license for ten animals or fewer is $10.00.
The fee for a multiple pet license for eleven to twenty animals is
$20.00.
Multiple pet license fees are due and payable upon issuance of the
license. Renewal fees become due and payable one year after a multiple
pet license is issued.
Late fees of $20.00 for licenses for ten animals or fewer and $40.00 for
licenses for eleven to twenty animals shall be charged:
(a) for failure to obtain a multiple pet license within 60 days after
a multiple pet license is required, or
(b) if a renewal fee is unpaid within 60 days after it is due and
payable.
The fees for multiple pet licenses are payable in addition to the
special license fees for individual dogs or cats, obtained under
multiple pet license.
The fee to individually license a dog or cat under a multiple pet
license is $21.00.
The fee to individually license a neutered dog or cat, as evidenced by a
veterinarian, under a multiple pet license is $7.00.
Kennel Licenses (Community Development)
Applications shall be made to the Community Development Director.
Adoption Fees
The fee to adopt a dog is $10.00, plus a deposit for a spay or neuter,
rabies vaccination and license.
The fee to adopt a cat is $5.00, plus a deposit for a spay or neuter,
rabies vaccination and license.
The fee to adopt all other animals will be based on a sealed bid process
with a minimum approved by the Animal Services Director.
Impoundment Fees
The Animal Services Director shall collect the following redemption fees
for impounded animals :

The basic impoundment fee for a dog whether returned at the Center or in
the field is $40.00.
The basic impoundment fee for one or more cows, bulls, steers, burros,
horses, sheep, lambs, goats, hogs, or other large animals is the actual
cost of impounding, but at least $60.00.
The basic impoundment fee for a cat, rabbit, bird, fowl, or other small
animal not otherwise provided for is $30.00.
In addition to the basic impoundment fee, the following shall be charged
per day as part of the impoundment fee for feeding and caring for the
impounded animals:
Dogs $12.00
Cats 12.00
Cows, bulls, steers, burros, horses, sheep,
lambs, goats, hogs and other large animals 20.00
Other small animals 10.00
Owners will be responsible for the actual cost of veterinary care
rendered to impounded animals.
In the case of an animal reclaimed for a second time within a 12-month
period, an additional fee of $40.00 shall be charged; and in the case of
an animal reclaimed three times within a 24-month period, an additional
fee of $70.00 shall be charged; and in the case of an animal reclaimed
four times within a 36-month period, an additional fee of $100.00 shall
be charged; and in the case of an animal reclaimed five or more times
within a 48-month period an additional fee of $150.00 shall be charged
each time.
The administrative fee for quarantining an animal at home if deemed
appropriate by the Animal Services Director is $50.00, or
The fee to quarantine an animal at the Animal Services Center shall be
the same for the impound plus $20.00 per day board fee for the length of
the quarantine period. Penalties may be included if the animal was at
large.
Surrender Fees for Owned Animals
The fee to surrender:
a licensed dog or cat is $15.00.
an unlicensed dog or cat is $30.00.
a miscellaneous small animal under 20 lbs. is $25.00.
a miscellaneous animal 20 to 100 lbs. is $30.00.
a miscellaneous large animal over 100 lbs. is $150.00.
There is no fee for an unweaned litter surrendered with an adult.
Litters will be charged as one animal if surrendered at the same time.
Dead Animal Disposal Fees
There is no fee for disposal of a licensed dead animal at the Center.
The fee for disposal of an unlicensed dead dog or cat at the Center is
$15.00.
The fee for disposal of a small miscellaneous animal under 20 lbs. at
the Center is $10.00.
The fee for disposal of a miscellaneous animal 20 to 100 lbs. at the
Center is $15.00.
The fee for disposal for a miscellaneous dead animal over 100 lbs. at
the Center is $1.50.00.

Pick-up Fees for Owned Animals
Fees for all owned dogs, cats, and miscellaneous animals under 100 lbs. ,
dead or alive, picked up in the field or at the owner's home will be
$20.00 in addition to other fees for service as specified.
The fee to pick up miscellaneous animals over 100 lbs. is the actual
cost plus surrender or disposal.
Dead Animals from Veterinary Hospitals
The fee to pick up and dispose of dead dogs, cats or miscellaneous
animals under 100 lbs. from veterinary hospitals is $20.00 for the first
animal and $7.00 for each additional animal in the same pick-up. The
limit per pick-up will be six (6) animals. The fee to pick up
miscellaneous animals over. 100 lbs. is the actual cost with a minimum of
$50.00.
Trap Deposit
The deposit to rent a cat trap is $40.00.
The deposit to rent a dog trap is $150.00 (with Animal Services
Supervisor approval only) .
Trap Rental Fees
The rental fee for cat traps shall be $5.00 per day.
The rental fee for dog traps shall be $15.00 per day.
Servicing Traps
The fee to service a trap in the field is $20.00.
Dangerous Animal Fees
The application fee for a dangerous animal permit is $100.00, due and
payable upon application for permit.
The fee for a dangerous animal permit is $200.00.
An additional delinquent fee of $50.00 shall be charged if a dangerous
animal permit renewal fee is not paid before February 1.
The fees for dangerous animal permits are payable in addition to the
license fees for individual animals.
Administrative Fees
The administrative fee for replacement of a lost tag is $5.00.
The fee to photocopy department records shall be determined by the
actual cost of duplication.
If a citation or warning is issued for a licensing violation, it may be
cleared before referral to the courts by paying an administrative fee of
$25.00.
Governmental Fees
Deer Calls - the fee to respond to an injured or trapped deer is
$50.00 billable to the State Department of Fish and Game.
Raccoon/Miscellaneous Calls - The fee to respond to an injured or
trapped raccoon or miscellaneous wild animal is $40.00 billable to
the State Department of Fish and Game.
Emergency/Disaster Responses - The fee to assist another
governmental jurisdiction in times of emergency to handle animal-
related problems that are reimbursable to the jurisdiction
requeting assistance will be the actual cost of providing the
service.

In the Matter of Authorizing the Sheriff-Coroner to Adopt Fee Schedule
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)A BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION
Adopt the attached fee schedule effective July 1, 1993.
II. FINANCIAL IMPACT
The adoption of the attached fee schedule will allow the County to recover the
costs associated with the listed activities.
III. REASONS FOR RECOMMENDATION
Modifications are necessary to offset the costs associated with providing the
listed services.
IV. BACKGROUND
The Sheriff-Coroner Department impounds vehicles pursuant to criminal
investigations and vehicle code violations. A vehicle is often stored at
Department facilities until an owner can be pursuaded to remove the vehicle.
The Department also receives frequent requests to prepare and forward samples
of evidence to private laboratories for analysis at the request of a
defendant. Currently, the Department receives no money to offset the cost of
these activities. By charging defendants in criminal investigations and
vehicle code offenders for the cost associated with these activities, the cost
associated with the service is shifted to the responsi party.
V. CONSEQUENCES OF NEGATIVE ACTION
Negative action will result in no rev ue offset the cost f these

SUBJECT: INCREASE MAXIMUM FOR SUPERVISION FEES OF ADULT PROBATIONERS

RECOMMENDATION:
APPROVE increase in maximum fee for supervision of adult probationers from $25.00 to
$50.00 effective July 1, 1993.
FINANCIAL IMPACT:
Increased revenues expected from the fee adjustments are already included in the
department's budget plans for FY 1993-94 and will, therefore, not result in new financing
for program enhancements or mitigation of proposed program reductions.
BACKGROUND:
Authority. Section 1203.1(b) CPC authorizes fees for probation supervision as approved by
the County Board of Supervisors. Statutes require the Superior Court to approve the
schedule of reimbursement not to exceed actual average costs. The Court may, after
determination of ability to pay, order a defendant to pay all or a portion of the reasonable
costs of probation. The Court shall order monthly payments as directed by the probation
officer. Execution of the Court's order shall be in the same manner as a judgment in a civil
action and shall not be enforced by contempt. The provisions of this statute shall be
operative upon adoption of an ordinance by the Board of Supervisors.
Assessment of a monthly fee based on cost of supervision was authorized by County
Ordinance 62-8 on April 25, 1989. Since inception of the fee, the Probation Department
has charged up to $25.00 per month to defray supervision costs. However, costs have
increased since that time and the adjustment proposed herein is consistent with current
actual average costs.

Fee Determination. Calculation of costs is based on the costs for deputy probation officers,
clerks and supervisors assigned the function of probation supervision. Services and supplies
costs and overhead at 13.02% for the Department and 11.83% for the County were added.
The total cost of supervision is $155,556 per month which, when divided by the number
of probationers under supervision, results in an average of $54.87 per probationer.
Execution and Enforcement. Probation fees are recommended by the probation officer in
all cases wherein supervised probation is anticipated. Probationers ordered to pay costs are
"billed" on a monthly basis by the Office of Revenue Collection. Actual payment per month
is assessed by either the sentencing judge or the probation officer if so authorized.
Arrearages due may be enforced civilly, including interception of State income tax refunds.

NOTICE OF PUBLIC MEETING AND AVAILABILITY OF DATA
The Board of Supervisors will hold a public meeting on Tuesday, June 15, 1993 at 11:00
a.m. in the Board of Supervisors Chambers, County Administration Building, 651 Pine Street,
Martinez, California, to consider increases of fees relating to the care, control and
disposition ofanimals in the Animal Services Department; vehicle impound, and preparation
and forwarding of evidence samples in the Sheriff-Coroner Department; supervision of
probationers in the Probation Department; and marriage licenses and marriage ceremonies
in the Clerk-Recorder Department. Oral and written presentations on the new and increased
fees will be considered at the meeting.
At least ten (10) days prior to June 15, 1993, data indicating the proposed fees, the cost or
estimated cost of providing the services or enforcing the regulations for which the fees will
be levied, and the revenue sources anticipated to provide the services or enforce the
regulations, will be on file in the office of the Clerk of the Board of Supervisors, located at
the above address, Room 106, and will be available there for public inspection. Names of
persons to contact for more information about specific fees will also be on file.
