SUBJECT: Consider Request by the City of Pleasant Hill for
Modifications to Design of Soundwalls along Interstate 680

RECOMMENDATIONS
Authorize the Chair of the Board to sign a letter (see Exhibit A)
to Preston Kelley, Caltrans District 4 Director, supporting design
modificat5j,ons requested by the City of Pleasant Hill for the new
soundwarls along .I-680 subject to budget limitations.
FISCAL IMPACT
None to General Fund.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The I-680/24 interchange reconstruction project includes widening
of the freeway from Geary/Treat to Shaw Road (south of Boyd Road) .
Existing soundwalls on the westerly side of the freeway will be
replaced, and new soundwalls will be constructed along the easterly
side. The City of Pleasant Hill has engaged in discussions with
Caltrans concerning the design and placement of the soundwalls. In
summary, the City is requesting the following design modifications:
movement of the , soundwalls further back from the freeway where
possible to allow for landscaping on the freeway side of the
soundwall; berming and new landscaping along the soundwall in the
Sherman Acres subdivision, north of Monument Boulevard; and changes
in colors and 'materials used in the soundwall to create a
distinctive appearance for the City. .

At the April 20 meeting of the I-680/24 Task Force, Caltrans' District 4
Director Preston Kelley agreed to take another look at the soundwall design in
this area. In agreeing to support the City, the Transportation Committee was
concerned that design modifications be made within existing budget limitations
so as not to adversely impact other highway projects in Contra Costa County.

Dear Mr. Kelley:
The Board of Supervisors of Contra Costa County voted on May 4,
1993, to request that Caltrans consider modifications to the design
of the soundwalls along I-680 in the City of Pleasant Hill to
accommodate to the extent feasible the concerns expressed by the
City of Pleasant Hill relating to landscaping and the physical
design of the soundwalls. The Board urges that design
modifications be made as requested subject to overall budget
limitations.
