SUBJECT: APPOINTMENT TO THE REHABILITATION SEAT ON THE
PRIVATE INDUSTRY COUNCIL

RECOMMENDATIONS:
1 . Appoint to the Rehabilitation Seat on the Private Industry
Council for the balance of an unexpired term ending September
30, 1994 :

2 . Request Ms . Hoxie to keep the other two applicants for this
seat, Joanne Best of Independent Living Resource and Jill
Chandler of Contra Costa Rehabilitation Center, fully involved
in the activities of the Private Industry Council so that we
are able to take full advantage of the enthusiasm, dedication,
knowledge and commitment of all three applicants to meeting
the employment needs of the disabled.
3 . Remove this item as a referral to our Committee.

BACKGROUND:
There is currently a vacancy on the Private Industry Council in the
seat reserved for a representative of the disabled. Our Committee
interviewed the three candidates for this seat on April 26, 1993 .
As has so often been the case with such appointments in the recent
past, we were again confronted with an embarrassment of riches in
the three applicants . Each is outstanding in her own right and in
terms of her knowledge of and commitment to meeting the employment
needs of the disabled. Any one of the three would make a
distinguished addition to the Private Industry Council .
Because our Committee was running a few minutes behind in
interviewing these candidates on April 26, 1993, the three women
had a few minutes to meet each other, network and exchange views
and business cards before we interviewed them. We were confronted
with the extraordinary conclusion on the part of Ms . Best and Ms .
Chandler that, based on this networking, Ms. Hoxie was, indeed, the
most qualified and appropriate candidate to appoint to this seat.
While we are prepared to agree with this assessment, we have also
asked each candidate to agree to stay in contact with and network
with the other two, regardless of which candidate was appointed, so
that we can gain the advantage of the background and experience
from all three candidates . Each candidate agreed and we are,
therefore, comfortable in making the recommendation to appoint Ms .
Hoxie to this vacancy.
