Acknowledge functional integration efforts made to date which have resulted in reduction and reorganization of administration of the five merit system districts at considerable savings. 2. Consider changing the due date for the report on fire district functional integration and budget reductions from May 18 , 1993 to June 22, 1993 . REASONS FOR RECOMMENDATION/BACKGROUND: At the conclusion of the March 16, 1993 hearing on fire district benefit assessments, the Board of Supervisors directed the County Administrator, in conjunction with Chief Allen Little and the County' s fire district consultant, to report back to the Board in sixty days with recommendations for the implementation of functional integration and budget reduction plans to be effective July 1, 1993 . On March 30, 1993, the effort to integrate the management of the fire merit system districts was substantially accelerated as a result of the unexpected retirement of one fire chief and three assistant fire chiefs. As a result of these retirements, the Board approved an interim integrated management structure for the five merit system districts consisting of one fire chief and three assistant chiefs and directed that a long-term plan for a permanent management structure be determined in conjunction with the chairs of the five districts. Fire Districts -,,United Professional By: � DEPUTY Firefighters Local 1230 —,',Distribution by County Administrator Since the establishment of the interim integrated management structure, Chief Little, with the involvement of fire district management staff and the County Administrator's Office, has been working on the development of several elements of functional integration and cost savings. Chief Little has been meeting with the Commissions and staff of the five districts to develop the integration plan. On April 6 and 27, 1993 , the Board of Supervisors met with the Chairs of the Board of Fire Commissioners to discuss current and long-term issues related to functional integration and the management structure of the districts. . At the April 27, 1993 meeting with. the commission chairs, Chief Little provided a status report on the development of the integration plan and report to the Board. Several fire commissioners expressed concern about the timing of the report to the Board. Because of the amount of time required to complete the development of the integration plan and the report, there would not be enough time for the commissions and other interested parties to review the report prior to the May 18, 1993 deadline. The commissions also discussed the timing of the required report date in relation to the benefit assessment election. There was a consensus that the report should not be submitted until after the election because the results of the election could substantially affect the content and recommendations of the report. Accordingly, it is recommended that the due date for the functional integration report be changed to June 22, 1993 . This allows for any adjustments necessitated by the election outcome and provides greater opportunities to circulate the draft report to the various interested groups and individuals for detailed analysis and comment. Regardless of the timing of the report to the Board, efforts to reduce costs are progressing. The interim management integration structure has resulted in savings of approximately $750, 000 on an annual basis. There are a number of vacant positions that are not being filled and are generating savings. The chief officers of the interim management structure are exploring savings from further functional integration. Management representatives have begun meetings with Local 1230 on meet and confer issues with the potential of generating further savings. 2 ATTACHMENT Board Order - May 4, I993 Item No. 2 .A Subject: FUNCTIONAL INTEGRATION REPORT TIMING for FIRE DISTRICTS Following discussion, the Board APPROVED the following actions: REQUESTED the County Administrator and Chief Allen C. Little to prepare a proposal to the Board of Commissioners, Kensington Fire Protection District, that would provide for interim administration and management support services; DIRECTED the County Administrator to provide the Board with a status report on May 18, 1993 , on savings in fire districts to date from various sources and a summary status report on progress made to date regarding functional integration; REQUESTED the County Administrator to provide a complete report to the Board on June 15, 1993 , on functional integration of the five Merit System fire districts together with a report on similar integration regarding volunteer districts outlining the recommended options and savings; and REQUESTED the County Aministrator to submit to the Board on June 22 , 1993 a complete report on how to achieve the 10 percent reduction in fire district budgets for Fiscal Year 1993-1994. In addition the Board agreed to again meet with the Chairs, Boards of Fire Commissioners, on June 15, 1993 , and REQUESTED the County Administrator to make the necessary arrangements and so notify Board Members, Chief Little, the Commissioners, and staff.
