MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: May 4, 1993 SUBJECT: Approval to Submit AB434 Applications for Traffic Signal Coordination Projects. Project No. 0676-6P1020. SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE the attached resolutions (see Exhibits A and B) authorizing the Director of Public Works to submit applications to the Bay Area Air Quality Management District (BAAQMD) for funds available under Assembly Bill (AB) 434 to implement the following projects: 1. Pacheco Boulevard Traffic Signal Coordination, 2. Pleasant Hill Road/Taylor Boulevard Traffic Signal Coordination. II. Financial Impact: None. Authorization to submit applications would enable the County to compete with other Bay Area agencies for $7.0 million in AB 434 funds. III. Reasons for Recommendations and Background: In October 1991, Governor Wilson signed into law Assembly Bill 434 (Sher). This bill provides authority for the Bay Area Air Quality Management District to impose a surcharge of up to $4.00 on motor vehicle registration fees paid within its jurisdiction. The surcharge revenues are to be used to implement specified transportation control measures (TCMs) that are included in the BAAQMD's 1991 Clean Air Plan (CAP), developed and adopted pursuant to the requirements of the 1988 California Clean Air Act. The District Board approved an initial $2.00 surcharge on October 16, 1991. Effective April 1, 1993, the surcharge will increase to $4.00 per vehicle. Reasons for Recommendations and Background: (Continue) The surcharge provides funding to reduce air pollution from the use of motor vehicles. The BAAQMD's objectives for these funds are: (1) to fund transportation programs and projects that most effectively achieve emission reductions from motor vehicles, pursuant to the California Clean Air Act of 1988 and the 1991 CAP; (2) to administer AB 434 funding as efficiently as possible within the constraints of the law; and (3) to maintain accountability of the expenditure of AB 434 funds. Eligible types of projects include: 1. local trip reduction ordinances; 2. clean fuel bus purchases; 3. feeder bus/shuttle service to rail or ferry stations; 4. local arterial traffic management; 5. rail/bus integration and transit information systems; 6. demonstration projects in telecommuting,congestion pricing, public transit and alternative fuel vehicles; and 7. smoking vehicles program. The Transportation Committee is recommending Board authorization to submit applications for two local arterial traffic management projects. The Pacheco Boulevard Traffic Signal Coordination Project requires $26,500 for coordinating three signals with microwave technology. This new cost saving technology will allow signal coordination along Pacheco Boulevard at Shell Avenue, Howe Road and Morello Avenue. The Pleasant Hill Road/Taylor Boulevard Traffic Signal Coordination Plan is a joint agency (Lafayette, Pleasant Hill, Contra Costa County) project to study and implement a signal timing plan for 14 traffic signals along this major urban arterial. Total Project cost is estimated at $130,750. Applications are due April 30, 1993. Recommendations for approval are expected by July 1993. IV. Consequences of Negative Actlon: Failure to compete for $7.0 million could mean potential lost of funds for the County. A . The Board of Supervisors of Contra Costa County RESOLVE: WHEREAS, the Bay Area Air Quality Management District (Air District), is requesting applications for $7.0 million in Assembly Bill 434 (AB 434) funds to implement specified projects that will reduce air pollution from motor vehicle use; WHEREAS, implementing local arterial traffic management, including traffic signal coordination, is an eligible use of AB 434 funds; WHEREAS, the County is responsible for implementing local arterial traffic management projects and is an eligible recipient of these funds; and WHEREAS, traffic signal coordination on Pacheco Boulevard will significantly reduce air pollution from motor vehicles. NOW THEREFORE,the Board of Supervisors of Contra Costa County does hereby authorize the Director of Public Works to submit an application to the Air District for funds available under AB 434 to implement a traffic signal coordination project on Pacheco Boulevard.
