SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE project, and DETERMINE that the project is a California Environmental Quality Act
Class 4H, Section 15304 Categorical Exemption, and DIRECT the Public Works Director to
prepare contract plans and specifications for construction.
DIRECT the Director of Community Development to file a Notice of Exemption with the County
Clerk.
DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the
County Clerk for filing of the Notice of Exemption.
II. Financial Impact:
The estimated project costs are$85,000 for the West Pittsburg Bicycle Feeder Trail and $43,500
for the Rodeo Waterfront bike lanes, which will be funded by Transportation Development Act
(TDA) funds (100%)
III. Reasons for Recommendations and Background:
The West Pittsburg Bicycle Feeder Trail project includes construction of approximately 1800 LF
of Class 1 bike trail along the EBMUD right-of-way and a County owned parcel from Riverside
Dr. to the intersection of Willow Pass Road and the Port Chicago Highway.
It is needed to connect to a proposed bike/pedestrian trail from a nApr subdivision (to the
north-west) to the proposed Delta/DeAnza Trail to be construct d 97.

The Rodeo Waterfront Bike Lanes project includes restriping approximately 2400 LF of San
Pablo Avenue to the Unocal Plant Intersection in Rodeo.
It is needed as a segment of the proposed North Contra Costa Shoreline Corridor Feeder Trails
Plan that will ultimately link Rodeo to Crockett with bike lanes.
The projects have been determined to be in compliance with the General Plan and are exempt
from CEQA because they involve minor alterations to existing lands and road facilities as a
Categorical Exemption, Class 4H, Section 15304.
IV. Consequences of Negative Action:
Delay in approving the project will result in a delay of design and construction and may
jeopardize funding.

Bicycle Feeder Trail:
The proposed trail will be constructed within the East Bay Municipal Utility District (EBMUD) right-
of-way and small portions of thio County owned parcels. The. proposed 12-foot wide feeder trail
will serve as a pedestrian/bicycle route through a residential area, and will also allow access to two
schools and a community park located in the vicinity. The feeder trail will link up with the proposed
Delta De Anza Trail at Port Chicago Highway and Willow Pass Road and connect to existing
sidewalk improvements at Riverside Drive.
Minor grading will occur to create a level surface. Inadequate corrugated metal drainage pipes will
be replaced at this location.
Rodeo Waterfront Bike laneg:
The proposed Class II bike lanes will originate at the entrance to the Rodeo Marina on (Pacific
Street) and extend east, on: both sides of San Pablo Avenue, approximately 3,600 feet in length
to the Union Oil Company. The proposed striping and signing will delineate a bike lane and improve
cycling safety. The bicycle lanes are included in the North Contra Costa County Shoreline Corridor
and Rodeo Waterfront Feasibility Study and the EBRPD Masterplan. The lanes will provide access
to (existing and proposed) EBRPD lands.
Existing curb and gutter adequately handle drainage in the area. Some shoulder areas will need
widening and minor reconstruction. Approximately 800 linear feet of curb and gutter will be added
where needed along San Pablo Avenue.
The existing roadway is narrow in areas and no additional right-of-way is available, so parking will
be restricted. In areas where right-of-way permits, an 8 foot parking lane will be established.
Parking areas are planned for the north side of San Pablo Avenue, between Parker Avenue and
Railroad Avenue,to accommodate the small number of businesses located there. Nearby residential
dwellings have adequate parking facilities.

GENERAL CONSIDERATIONS:
1. Location:
1.) The proposed Bicycle Feeder Trail (approximately 1660 feet in length) will be
located in a residential area of West Pittsburg. The proposed .trail will extend
southeast from Riverside Drive to the intersection of Willow Pass Road and Port
Chicago Highway (Figures 1 & 2).
2.) The project is located in the west county area of Rodeo t(Figure 3). The
waterfront area is a mixture of commercial and residential development.

cabinet shop, fencing company, and auto repair) do not require a large number of
on-street parking spaces and off-street parking appears to be available.
