Dear Mr ., Torlakson:
I am writing to you concerning Quotation number 937 as issued
by the Genera] Services Department, Purchasing Division- of
Contra Costa County ' This quotation was due March 23, 1993 , and
covered the fluid milk and dairy product Deeds Of the County
institutions for the period April l , 1,993 through March 31 , 1994 .
Produors Dairy of Fresno submitted the low prices at all nine
'
facilities. However , apparently they could not effect delivery
by April 1 , 1993, so we were asked to extend our contract for the
month of April 1993 ' I assume that Berkeley Farms' Concord, and
Enea Dairy of Antioch were also asked to extend their contracts
for this period of time . The county business was being serviced
by the only three suppliers that have facilities Within the
County '
It is our feeling that Producers Dairy should have been mandated
to becin service as specified in the Quotation and when being
unable to. do so, the bid should have been awarded to the next
lowest bidder at each institution' Instead" the purchasing
department acoomodated Producers dairy until they, could get their
delivery network established. Royal Jersey has been bidding on
both County and State quotations for over 30 years and this is
the first time in our experience that the implementation date has
been extended to accomodate a vendor '
The quotation states that the products do not have to be
purchased from the lowest monetary bidder and we foel that
some consideration should be given to those companies that
have facilities in the county and by virtue of these faoilities,
contribute to the economic well being of the County. Few would
argue that the cost of production and distribution associated
with maintaining a facility in the County can compete on a even
Plain with a facility located in the. Central Volley'
We would ask that the Board of Supervisors delay the
implementation of Quotation 937 for a thirty day period
to give sufficient time to study this matter with the
hope that. the County 's dairy needs can be satiSitied by
t.hnse companies having facilities within the County .
