Project No.: 0662-684139 SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE project, and.DETERMINE that the project is a California Environmental Quality Act (CEQA) Class 1 C, Section 15301, Categorical Exemption,and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. 11. Financial Impact: The estimated project cost is $57,000, funded by a Transportation Development Act Grant from the Metropolitan Transportation Commission (100%). III. Reasons for Recommendations and Background: The project includes construction of approximately 350 linear feet of new concrete sidewalk, curb and gutter on the north side of Concord Boulevard and at Ayers Road. It also include minor work related to the project, including sign replacement, mailbox relo ns, and road striping. Reasons for Recommendations and Background: (Cont.) The sidewalk is needed as an extension of the existing sidewalk to facilitate access to the existing crosswalk at Ayers Road. The existing free right turn lane from Ayers to Concord Boulevard would be eliminated as part of the improvement. The project has been determined to be in compliance with the General Plan, and because it consists of minor alterations of existing public facilities, involving no expansion of use per Section 15301 of the CEQA Guidelines, it is exempt from CEQA. IV. Consequences of Negative Action: Delay in approving the. project will result in a delay of design and construction and may jeopardize funding. w. Minor work related to the project would include sign replacement, utility pole and mailbox relocation and necessary road striping.
