Martinez, Acting Executive Director DATE: May 4, 1993 SUBJECT: ADOPTION OF AGENCY-WIDE BUDGET FOR FISCAL YEAR ENDING MARCH 31, 1994 SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: ADOPT Resolution No. 3673 adopting an Agency-Wide Budget for the fiscal year ending March 31, 1994, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: The estimated total income for the Housing Authority's agency-wide budget for the fiscal year ending March 31, 1994 is $52,378,842 with total expenses estimated at $52,281,356. This balanced budget provides for an estimated provision to-. Housing Authority reserves for all Housing Authority programs in the amount of $97,486 which would increase the total reserves to $2,796,905. III. REASONS FOR RECOMMENDATION/BACKGROUND: The agency-wi'de budget for the fiscal year ending March 31; 1994 includes all" income and expenses for all programs of the Housing Authority of the County of Contra Costa. Additionally, an estimated Statement of Operating Reserve is provided for each program. Overall , a net provision to the Operating Reserve in the amount of $97,486 is provided, increasing the estimated balance of all Operating Reserves to a total of $2,796,905 for the year ending March 31, 1994. The budget reflects an overall increase in expense over the fiscal year budget ending March 31, 1993 of $1,224,093, which is a 2.3% increase in expense. On April 19, 1993 the Budget Committee of the Advisory Housing Commission met to review the proposed agency-wide budget and recommend approval by the Advisory Housing Commission. At its regular meeting on April 19, 1993 the Advisory Housing Commission voted to recommend adoption of Resolution No. 3673, adopting an agency-wide budget for the fiscal year ending March 31, 1994. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not adopt the agency-wide budget for for the fiscal year ending March 31, 1994 the Housing Authority would not be in compliance with financial requirements for the operation of housing authorities and would receive an audit finding. THE BOARD OF COMMISSIONERS, HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA RESOLUTION NO. 3673 ADOPTING AGENCY-WIDE BUDGET FOR FISCAL YEAR ENDING MARCH 31, 1994 WHEREAS, the State of California in Division 24, Part 2, §34327.6 of the Heath and Safety Code, requires that all agencies being audited in accordance with generally accepted accounting principles generate an agency-wide budget; and, WHEREAS, the Housing Authority of the County of Contra Costa is audited in accordance with generally accepted accounting principles, as well as Government Auditing Standards issued by the Comptroller General of the United States; and, WHEREAS, the Staff has prepared and submitted to the Board of Commissioners for their review and approval a proposed agency-wide budget for the indicated fiscal year: NOW, THEREFORE, BE IT RESOLVED after review of said budget submission, the following determinations are made: a. That proposed expenditures are necessary in the efficient and economic operation of housing for the purpose of serving low- income families. b. That the financial plan is reasonable. c. That all proposed charges and expenditures are consistent with provisions of law. d. That no PHA employee reflected in the Operating Budget is serving in a variety of positions which will exceed 100% allocation of his/her time. e. That the Housing Authority of the County of Contra Costa will continue to provide a drug-free workplace. The Board of Commissioners hereby adopts and approves the Agency-Wide Budget for the indicated Fiscal Year.
