MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: May 4, 1993 SUBJECT: Approve the Bicycle Safety Education Program, managed by the County Health Services Department, which encompasses all of Contra Costa County, and the Contra Costa County Countywide Bikeway Action Plan administered by the Community Development Department. CDD-CP#93-19. Project No. 0662-6R4232. SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION I. Recommended Action: DETERMINE that the projects are within the California Environmental Quality Act General Rule of Applicability, Section:15061 (b) (3). DIRECT the Director of Community Development to file a Notice of Exemption for each project with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption for each project. II. Financial Impact: The estimated project cost for the Bicycle Safety Education Program is $20,000, funded by the Transportation Development Act (TDA) funds (100%). The estimated project cost for the Contra Costa County Bikeway Action Plan is $12,500 funded by the TDA funds (100%). III. Reasons for Recommendations and Background: The Bike Safety Education Program includes bicycle professionals teaching children riding skills, the importance of helmet use, and bike maintenance. It is needed t teach school age children the importance of bike safety. Reasons for Recommendations and Background: (Continue) The Countywide Bikeway Action Plan will update work on the 1990 Plan, including the Countywide Bikeway Plan map. The Plan will focus on liability issues, design guidelines, and promoting bicycles as a mode of commuting. The pro1ects have been determined to be in compliance with the General Plan and are exempt from CEQA as a general rule of applicability, Section 15061 (b) (3). IV. The intent is to produce a document that will provide practical.guidance for development of bikeway facilities to assist local jurisdictions. The specific issues to be studied are listed below. 1.0 UPDATE OF 1990 PLAN The 1990 plan will be reviewed and revised to reflect new planning, completion of trails and bicycle lanes,and newly identified planned facilities."Projects will be identified along with potential sponsoring agencies, cost estimates, and relative priority. 2.0 THE LIABILITY ISSUE This task will examine the effect of potential liability on the planning and designation of bikeways. 3.0 DESIGN GUIDELINES This task will review existing design standards for bicycle facilities and develop alternative guidelines where appropriate for use by local.;communities. 4.0 PROMOTING BICYCLES AS A MODE OF COMMUTING With growing employment centers in close proximity to residential communities and the availability of bicycle trails, Contra Costa would seem an ideal market for bicycle commuting. This task will explore techniques for promoting bicycles as a mode of commuting to work. Location: Various locations throughout the County.
