Spooner, Contracts Administrator w5♦a DATE: April 22, 1992 10 County SUBJECT: Approval of Contract Amendment Agreement #24-384-1(8) with Larry Dumford (dba K & R Manor) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Health Services Director or his designee (Lorna Bastian) to execute on behalf of the County, Contract Amendment Agreement #24-384-1(8) , effective April 1, 1993, to amend Supplemental Residential Care Services (Novation) Agreement #24-384-1(7) (effective July 1, 1992 through June 30, 1993) with Larry Dumford (dba K & R Manor) to increase the contract payment limit by $6,600 from $20,208, to a new total payment limit of $26,808, for additional Supplemental Residential Care Services for mentally disordered adults (SB 155) . This amendment also deletes the six-month automatic extension which was included in the Agreement. II. FINANCIAL IMPACT: Funding for this contract is included in the Health Services Department's FY 1992-93 Budget, and the source of funds is County/Mental Health Realignment 100%. Funding for the additional services which the Contractor will provide under Contract Amendment Agreement #24-384-1(8) will come from savings realized from other under- utilized Board and Care facilities. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On November 17, 1992, the Board of Supervisors approved Supplemental Residential Care Services (Novation) Agreement #24-384-1(7) with Larry Dumford (dba K & R Manor) for FY 1992-93. During the current year, the County's utilization of residential board and care services in this facility has exceeded initial estimates. Approval of this Contract Amendment Agreement #24-384-1(8) will allow the County to continue placement of individuals in this facility through the end of this Fiscal Year. In addition to the payment limit increase for FY 1992-93, the Amendment also deletes the six-month automatic extension which would have extended the Agreement to December 31, 1993. The Automatic Contract Extensions in all the SB 155 Agreements are being terminated effective June 30, 1993, as part of the Mental Health Division's Budget Reduction Plan for FY 1993-94, in anticipation of the Board's approval of the proposal to eliminate SB 155 Supplemental Payments to Board and Care Homes next Fiscal Year.
