SUBJECT: APPROVING AND AUTHORIZING EXECUTION OF CHANGE ORDER NO. 1 TO
CONTRACT FOR SECURITY IMPROVEMENTS AT JUVENILE HALL, 202 GLACIER
DRIVE, MARTINEZ, FOR PROBATION DEPARTMENT (WH346F)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I . RECOMMENDATION
APPROVE Change Order No. 1 to the Contract dated October 26,
1992, for Security Improvements to Sierra Intake at Juvenile
Hall, 202 Glacier Drive, Martinez, and AUTHORIZE the Director
of General Services to execute the Change Order, which
provides for sally ports and play area security fencing, and
increases the contract guaranteed maximum cost.
II . FINANCIAL IMPACT
Costs will be covered by Proposition. 86 bond funds and by
County matching funds . These matching funds are available in
the plant acquisition account established for this project.
III . BACKGROUND
A. On July 14 , 1992, the Board accepted a report on the
status of the Juvenile Hall security improvements;
directed the Probation Department to implement immediate,
temporary measures to improve security at the Hall; and
directed the General Services Department to proceed on a
priority basis to complete security modifications
included in the State Proposition 86 matching grant.
Also, in a separate action on the same date, the Board
found that an emergency exists and authorized the
Director of General Services to proceed in the most
expeditious manner, pursuant to Public Contract Code
Section 20134 , to make facility security improvements at
Juvenile Hall . The facility security improvements were
listed in the report accepted by the Board. There were
six items listed.

B. Subsequently, the Director of General Services executed a
cost plus fee construction contract, with a guaranteed
maximum cost, for all the listed items except the
security gates, playfield fence modifications, and sally
ports, which needed more time for study and design.
C. The design for Item 1, "Metal security gates outside each
unit playfield door, " was completed and expanded to
include a gate at one additional interior location.
Also, the design for Item 2, "Replace hardware cloth on
playfield fence and install additional outrigging, " was
completed and estimated to substantially exceed the
preliminary cost listed in the report. Change Order No.
1 must be executed to formally add these items to the
contract scope of work and to increase the contract
guaranteed maximum cost.
D. The new guaranteed maximum cost will exceed the total
estimated cost of security improvements listed in the
report approved by the Board on July 14, 1992 . The
amount listed in the report was $206, 173.00 . The new
guaranteed maximum cost will be $226,555 . 00, an increase
of $20, 382 . 00 .
E. The County Administrator and the Probation Department
have determined that Item 5 in the report, "Sally port in
Sierra' s police entrance" , is no longer a priority item
and is not included in the contract scope of work.
