SUBJECT: Report on Draft Skateboard Ordinance
SPECIFIC REQUEST(8) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Approve, in concept, an ordinance regulating the use of skateboards
in commercial districts (see Exhibit A) ;
Consider the need for including toy vehicles in the skateboard
ordinance;
Refer the Board's comments on the ordinance to County Counsel; and
Direct County Counsel to report back to the Board with a final
ordinance for adoption.
FISCAL IMPACT
Minimal. The initial impact of the ordinance may increase calls to
the Sheriff for assistance. Such calls to the Sheriff will
decrease once skateboarders become aware of the existence of the
ordinance.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Transportation Committee reviewed a draft skateboard ordinance
prepared by County Counsel at the request of Supervisor Bishop.

The purpose of the ordinance is to protect the safety of
individuals from the improper use of skateboards in commercial
areas of the unincorporated Contra Costa.
The Committee deleted any reference to bicycles and roller. skates
citing the need to focus on equipment used strictly for recreation.
The Committee refers to the Board whether there is a need to
include toy vehicles in the ordinance.

(Prohibiting Skateboard,
Toy Vehicle in Commercial Areas)
The Contra Costa County Board of Supervisors ordains as follows

the enacted or amended provisions of the County Ordinance Code) .

BECT2eN 2. Section 45-4.012 is added to the Contra Csta County
Ordinance Code to read: I

use Prohibition. Within any district areas zoned for coatmaercial I
use, it shall be unlawful for any person upon:

(1) a skateboard -or riding upon or by
mans of any coaster, skateboard, toy vehicle or similar device
to go up on any highway, roadway, or upon any sidewalk or paved
surface located in any such commercial area.
(2) a skateboard, toy vehicle, bkoyele or
similar device to go upon any commercial or public structure or
lot located in any such commercial area which is designed or used
to accommodate the parking of motorized vehicles

(3) For the purposes of this section, areas zoned for

C-B community business, W-B neighborhood business (including.its
planned district), R-s retail business, C general cowercial, and
P-1 planned unit designee commercial areas. .

SECTION U. EFFECTIVE DATE. This uxv:inance becomes effective 30
days after passage, and within iS days of passage shall be
published once with the names of• the Supervisors voting for and
