' Contra y Costa FROM: Supervisor Tom Torlakson a < May 25, 1993 � �.,.T County DATE: ACKNOWLEDGE RECEIPT OF REPORT FROM WEST PITTSBURG MUNICIPAL SUBJECT: ADVISORY COUNCIL REGARDING A PROPOSAL TO CHANGE THE; NAME OF WEST-- PITTSBURG TO BAY POINT; CONSIDER COMMUNITY ELECTION' ON NAME CHANGE SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTIONS: ( 1 ) Acknowledge receipt of a letter from the West Pittsburg Municipal Advisory Council endorsing the name change from West Pittsburg to Bay Point. ( 2) Acknowledge receipt of correspondence and petitions opposing and supporting the name change and requesting the issue be put to a community vote. ( 3 ) Refer to County Counsel and Community Development Department to confirm research and review recently conducted on the community name change and confirm that there are no cost impacts to the county (other than changing the name' on county documents) . (4 ) Authorize the District 5 Supervisors' Office to contact the League of Women Voters to conduct a community election with the following ballot language: "Do you support the name change from West Pittsburg to Bay Point as recommended by the West Pittsburg Municipal Advisory Council?" Election results should be filed with the Clerk of the Board' s office, no later than three days after the election. (5) If a simple majority vote favors this change, authorize that the name change officially become effective and direct staff to implement the name change with a letter to all department heads, to all 18 cities, to our Federal and State legislative "legation, to the Secretary of State and to the U.S. Postal Service. FINANCIAL IMPACT: According to initial information, no cost is expected to be incurred by the county. The cost of the community poll by the League of Women Voters will be borne by the community through fund raisers and donations . This committee proposed the- name change based upon a community survey conducted by the committee. According to the survey, an overwhelming majority of the residents feel Bay Point better describes their community then the current name of West Pittsburg. Our office has also received letters and petitions for residents who oppose the name change or would like the matter put to a vote. TT:gro 1 ADDENDUM ON S . 1 ON MAY 25, 1993 The following persons appeared to speak on the report from the West Pittsburg Municipal Advisory Council regarding a proposal to change the name of West Pittsburg to Bay Point : Debra Mason, 36 Sandview Drive, West Pittsburg, presented signed petitions indicating some in favor of the name change and some- not and she requested that the Board table the matter until they are on more positive ground. John Bolton, 206 Manuel Court, West Pittsburg, Bay Point Name Change Committee, spoke in favor of the proposed name change and he presented signed petitions in support of the name change . Jane Bolton, 206 Manuel Court, West Pittsburg, spoke in favor of the name change from West Pittsburg to Bay Point . Alex Dongallo, 29 Dolphin Drive, West Pittsburg, spoke in opposition to the name change and presented written testimony. Arthur S . Chomor, 504 Shore Road, Pittsburg, spoke in opposition to changing the name . Carson Leon, 497 Clifford, West Pittsburg, spoke in opposition to the name change . Yvonne McLeod, 513 Bustos Place, West Pittsburg, spoke in favor of the name change to Bay Point . Elaine Null, 265 Franklin, West Pittsburg, spoke in opposition to changing the name of West Pittsburg to Bay Point . Supervisor Torlakson recommended proceeding without the County being involved in any of the costs to have the League of Women Voters conduct an election process and invite representatives from the Municipal Advisory committee and both views to sit down with the League and define that process, and he moved approval of that recommendation. Parents and Founder of the Bel-Air Parents Club-1951 First of all congratulations to all of the students who attended the summer session at the Bel-Air school. The District and Staff of Bel-Air School and parents. I cannot possibly put on one sheet of paper all of the information that I can .give at this time regarding the West Pittsburg History. You the students have been appointed by me as my helpers to gather and add to what I have already gathered from the old-timers and the new-timers plus yourself. We will be a team of historical searchers of the West Pittsburg area. So join me this day and make this an event that you will be proud of. Here is my first story about your school. The Mt. Diablo School District bought the property which the Bel-Air School is on called the 110"Nara Ranch" . Initially the property belong- ed to the Federal Government, when Ulysess Grant was the President ofthe United Stated on August 1, 1872.. The land was sold for $1.25 an . acre and the 0"Nara family bought 160 acres. This included the Bella Vista area, Mt. View, Hanlon and down to the railroad tracks of which there was no- tracks at that time. The 0"Nara family bought the property to have a ranch for their family and farming was the main thing at that time. A gas station was built at the corner of Bailey Road and Willow Pass which the O 'Hara Brothers operated for many years. That is where Taco Bell is noW located. on The Shell Chemical Plant was/the first ranch area and was owned by the Wight Family. This family came from Holland also were farmers when they, started here in the West Pittsburg area. They were the first Settlers here around 1850. At this time I would like to mention more,Pioneer families who lived in West Pittsburg; Bernard, Chris, Albert and Lenord, & Mary :.ries family; Bernard & Geralding (Kennerl_v) Levada family; Robert & Eileen O 'Hara & the brothers John and William, George, & Eleanor. Walton & Vernon Wildps, Pramberg family. Alaric & Eugene Alves & Beatrice. Faria Family'; Alverezfamily, Mary & Manuel; Fernandez family; `Manuel & Frances EvOra family (Ida and Clara; Silveira, Lillian & Natalie and many more. Families that moved from Pittsburg to Kniest Pittsburg, early 1920. Antonio & Catherina Siino ; Jose Gonzales; De La Rosa family; Tiscarino, Louis & Eva; Olivera m ly; John & Bobby Mendivil; Tormey fame y; 1940' s Arthur & Elaine Null; John & Catherine Kunstal ; Fremont & Frances Radcliffe ; Mims Family and Charles Spears families and many more. We were not just called West Pittsburg at that time but :ha4• separate names according to the area we lived in, such as: Home Aerts , Bel-Air Tract; Enes Tract; Orbisonia Heights; Shore Acres ; Manor Drive ; In closing I would like to acknowledge the names of the first Principal who was in charge of the Bel-Air School when it first opened Mrs. Loretta Lipe and her secretary 1:vas Miss Joan Reynolds. The Indians arrived. Tribes include the .Karquin, the Cholboies, the Julpines and the Saklan. Using bows and arrows, they hunt deer, ante- lope , grizzles and condors. The gay and River team with salmon. Nets are used to catch geese and ducks. Acorns are ground to make bread. 1772 A. C. The first Spaniards, seeking easy trails, visit Contra Costa. 1776 - Captain Juan Bautista de Anza explores Contra Costa County and 1S •-'_"e:tee by friendly Indians. Before long, the Indians rebel and small battles are fought. 1821 - 'Mexico wins her freedom from Spain and, to encourge settling in Contra Costa, awards large estates, several about 17, 000 acres to soldiers and government supporters, but many will not put down roots until the 1830, s. The settler's, their ranges overrun with cattle introduced by the Spainards, turn to ranching. 1837 - Or. John Marsh arrives and buys an estate 10 miles by 12 miles .: , near Brentwood from a Mexican. ranchero discouraged by hostile Indians. The price $500.00. Thus begins .the Yankee. invasion. Through sales, swindles, lawyers fees, and other devices, the rancheros will lose their estates. 1849 - Following the Mexican - American 'Jar, California becomes a State. . Farmers and gold miners settle in the County, switching the economy to farming. 'Coal is discovered three years later near Pittsburg. The Martini - it is claimed is invented in Martinez. 1870 - 1900: Railroads come to Contra Costa. larehouses are built at Port Costa, and used in a wild scheme to corner the wheat market. It fails. Another failure, tobacco. The local product proves to strong. Byron becomes famous for its Hot Springs, orchards spread over the land. The County greets the new century with 18 ,000 residents. 1900. s -The early decades, Sante Fe picks Richmond one of the biggest refineries in the world. Shell Oil builds a refinery at .jartinez. U. S . Steel, a plant at Pittsburg, the water front communities, Pittsburg, tiCartinez , Richmond, blossom; attracting the bulk of the en -1- population. 'World 'lar 1 spurs industry. The E1 Cerrito Council ousts= - a "+"arshall who strictly enforces Prohibition. 1937-0aldecott tunnel opens , spurring residential construction in the central County and ushering Contra Costa into its Suburban era. 1940 - Pearl Harbor blasts the U.S. and Contra Costa into ;Jdorld Jar 111. . Richmond becomes a major shipbuilding center, Pittsburg, a group staging area, Camp Stoneman; Port Chicago a munititions depot. Liberty ship, "_. bert Perry" is built in Richmond in four days, a record. Workers recruited from other states will stay, veterans will come back. ;,Lin a decade, the population 'of the county will raise to 300,000. 1950 - Freeways march across the county, completing what the Caldecote began. Babies, babies, everywhere . Schools sprout up like weeds. 1960 ' s and 1970 ' s Contra Costa have fewer babies. Schools close. BART opens. The residential boom spreads to Fast Contra Costa County. Los Nedanos Colleje is built. Customers flock to the new shopping malls: Sun 'Talley and later Hilltop. The Concord Pavillon opens. . Croissants go on sale in 1977 in '.:alnut Creek.. Cosmopolitan. life is here. . 1980 - Joey Pallota of Crockett on. July 8, 1983 catches a 468-pound . sturgeon in .the Carquinez Strait, dwarfing all other historical events . . to date. If you fish, you'll understand. Businesses fellow residents to the county, creating thousands of jobs. Boom time (again) to the San Ramon Valley, Walnut Creek, Concord and other towns. CLERK BOARD OF SUPERVISORS OTHER TOWNS OF THE COU I `CONTRA COSTA CO. BAY POINT The town of Bay Point is situated on a tract of government land lying between the Los Medanos Grant on the east and the Monte del Diablo or i Pacheco Grant o►1 the south anti west. The land was first patented to IJ. eK H. Smith by President U. S. Grant. Smith sold his preemption and home- stead rights to Daniel Cunningham. This part of the tract bordered the bay shore. Where the Smith lumber plant now is, was the site of the old I Cunningham homestead. The other part of the tract where the business and residential parts of the town are located, was upon land patented by • '+;`y"' President Grant to Mr. Clark, who in turn sold to A. H. Neeley, a friend of Mr. Cunningham. The Cunningham heirs and Mr. Neeley sold to C. A. Smith, a large lumber manufacturer of Minneapolis, Minn., who had decided to locate his Western business in close proximity to San Francisco s {.; ;:..• and manufacture and distribute his product. This was in 1907, when Bay � . I Dolt was a tole bog. Mr. Smith arranged to purchase 1500 acres with one and one-half miles of tidewater frontage from the heirs of Dan Cunningham and A. . ... . I I. Neeley. The deal was consummated and the nucleus of the town was started on November 26, 1907. William Smith, from Pittsburg, started the first general merchandise store in 1903-1909. The first residence was erected by William Buholtz in 1904, the second by Samuel Gilroy that same year. The original name of the shipping point was Seal Bluff. The Copper Bing Smelting Company erected a smelter and docks at a cost of $1,375,- 000. "They closed down February 15, 1903. Ll 1490 there was a ware- I; „'',,.r.:.. .. house built at that point, and this was the first and only warehouse ever ' located at Bay Point. Bay Point is served by the Southern Pacific, Santa Fe and San.Fran- cisco-Sacramento Short Line railroads. The town is divided into two units. J'hat part lying between the Southern Pacific and Santa Fe and the bay is devoted to manufacturing; and that between the two roads and t.:'. the foothills, to residence property and business places. The. main Pitts- ,`>>; burg and Martinez highway passes through Bay Point, and also the main county highway to Oakland. In 1914, as a war measure, yards were established by the Pacific •,•... Coast Shipbuilding Company to build ten emergency fleet ships, Diablo being the first built. Four hundred men were given employment. The town of Clyde was built to house the employees of the shipyard. At Bay Point are located the Coos Bay Lumber Co.'s plant; stores f i of all. kinds; a postoflice; a graded school with 150 pupils attending, and j live teachers (it is in the Mount Diablo Union Haigh School district) ; Congregational, Catholic, and Swedish Lutheran churches; Bay Point Foundry; and the First National. Bank, organized January 7, 1920, with w25,000 capital, a branch of the First.National Batik of Pittsburg. There are also lodges of the Independent Order of Odd Fellows, the Rebekahs, i the Woodmen of the World, the Royal Neighbors, and a Masonic Club. II '� The town has paved streets, cement sidewalks and curbs, an artesian i water supply system piped into. the town from the hills to the south, about If one and a half miles from the Government Ranch. The population is about 300 people, and it is a thriving locality. i! j IiDANVILLE+ � The town of Danville, eighteen miles south of Martinez, is located in a horticultural district which was one of the early grain-raising sections of Contra Costa County. It has a population of about 400 people, and is enterprising and progressive. i Danville was started in 1353 when Daniel and Andrew Inman built I a smithy. Inman sold out to J. L. Close, who carried on the blacksmith i ( I shop for years. In 1353 M. Cohen built the second building in the place i for a branch establishment of the store at Alamo owned and conducted by Cohen & wolf. This building stood for sixty years. The first hotel was i I kept by H. W. Harris in 1.353, and lie was also the postmaster. The mail came via stage from Walnut Creek. P. E. Peel conducted the second store. He was succeeded by John Conway, who carried on the business for i many years. `.['here are two versions given regarding the naming of Danville. One i is that it was named for Dan Inman, the man who built the first building. li ! Another is that the honor was given "Aunt Sallie" Young, who named it I ' Danville after Danville, Ky., her birthplace. There had been a schoolhouse erected in the valley, about a mile from the townsite, in 1353; this was moved into the town in 1370 and put on i a lot in the south end of the town, where the first grammar school was !i' l built in 1365. This building burned and the county schoolhouse was g Y moved onto the plat of ground. A new building was erected in 1395 and did duty until 1922, when the new building was erected at the north side II .. of the town. This modern building was built from a bond issue of : 15,000. In 1910 the Union IIigh School was established at Danville, known as the San Ramon Valley Union High School, and school was held in temporary quarters until the present high school building was erected on a site adjoining the new grammar school. In 1372 Granger's Hall was built. My family and I have done business and been involved in the community of West Pittsburg for thirty years. I am proud to say that I am from "West Pittsburg" and so are a great many of the families who have lived here for many years, many are second, third, fourth and maybe even fifth generation families. It seems some of our "new neighbors" are looking for a "short-cut" to improving the image of the West Pittsburg community by way of a name change to Bay Point. The persons working so hard to change the name to Bay Point are the same people who have moved into West Pittsburg over the past six years, some of them have lived here less than one year! They came to West Pittsburg looking for affordable housing rather than pay the high price of living "on the other side of the hill" . Now they want to rename this area to increase the value of their homes. I believe whenever a "community" matter is at hand, a "community" decision should be made. Are the people who want the name change really involved with the community. I was at the petition pick-up location on April 17th. I heard one of the people picking up a petition in favor of the name change say "Oh, this is the Community Center, it's nice! " , sounding shocked. As another person entered the room I asked them if they knew where Ambrose Park is, to which they responded they did not. How many of these people have attended an Ambrose Recreation and Park District meeting, a West Pittsburg Municipal Advisory Council meeting, a West Pittsburg Pride Committee meeting, a Project Area Committee (West Pittsburg Redevelopment) meeting? Are their children involved in the local youth sport programs? I contend that most of the people wishing to change the name of the community do not even know the community. They have stated that they believe changing the name will change the image of the community. I say no, people will say "Bay Point, you know, it used to be West Pittsburg" . I wish that all the hard work, energy and togetherness that has gone into this campaign could be concentrated on more important issues. We have contacted every significant agency in California, and have determined that there will be no costs for any West Pittsburg residents. (See attached.) The name change effort has also received favorable press coverage from KTVU, KPIX, KCBS, KGO, KISS, and KNEW television and radio stations. Special Election Costly and Pointless This decision can, and should be made by the Board of Supervisors. To put this issue on a ballot would be both costly and pointless. With a 90% approval rate among residents, it is apparent that this is what the community wants. The cost of an election is between $6000 and $9000, which would have to be paid by the county, or by residents. Either way, it is a huge waste of money. Any money spent should be used to fund a library, or to focus on programs such as the Safe Streets Now! project. At a time when the county is attempting to cut 40% of it's budget, it would not make sense to place this on the ballot. Community is Changing West Pittsburg is changing. New developments and businesses are moving into town every year. If we were a city, we would be the third largest city in east Contra Costa County. This is a great opportunity for the Board to make a positive impact on our community, and make a change that residents want to see. Since West Pittsburg is an unicorporated area, it is up to the Board to make this decision. We represent the overwhelming majority of West Pittsburg residents who would like to change the name of our community from West Pittsburg to Bay Point. As you know, our community has been considering changing the name to Bay Point, a naive that has been associated with this area since the 1800's. Supported by Municipal Advisory Council On Monday, May 2, the Municipal Advisory Council voted 4-2 to support this name change to your board. Attached you will find the MAC letter of support. Proposal has 90% approval rate Over the past several weeks, Bay Point volunteers have canvassed over 3500 homes in our community. Of these, 2000 people were home and answered the door. Of these 2000 people, 1900 have signed our petition. In every neighborhood, the approval rate for this issue has been over 90%,. Important Issue to Community Residents in our community wish to develop a sense of identity. All of the MAC council members attended a public meeting held on March 30th, and were able to see the huge amount of support for the name change. No Costs for Residents There are no costs associated with the Bay Point name change. We have contacted every significant agency in California, and have determined that there will be no costs for any West Pittsburg residents. We have attached a list of these agencies which include: • DMV • U.S. Post Office • CalTrans • Contra Costa Planning Dept • BART • Secretary of State • LAFCO • State Board of Equalization 'W 'r County and Bay Area Support The Bay Point name change has been endorsed by both the Contra Costa Times, and the Antioch Post-Dispatch, who wrote editorials supporting change. (See attached.) The name change effort has also received favorable press coverage from KTVU, KPIX, KCBS, KGO, KISS, and KNEW television and radio stations. Special Election Costly and Pointless This decision can, and should be made by the Board of Supervisors. To put this issue on a ballot would be both costly and pointless. With a 90% approval rate among residents, it is apparent that this is what the cosninunity wants. The cost of an election is between $6000 and $9000, which would have to be paid by the county, or by residents. Either way, it is a huge waste of money. Any money spent should be used to fund a library, or to focus on programs such as the Safe Streets Now! project. At a time when the county is attempting to cut 40% of it's budget, it would not make sense to place this on the ballot. Community is Changing West Pittsburg is changing. New developments and businesses are moving into town every year. If we were a city, we would be the third largest city in east Contra Costa County. This is a great opportunity for the Board to make a positive impact on our community, and make a change that residents want to see. Although this makes me a relative new comer to the are, I've always felt that the West Pittsburg name wasn't very represeatative of this community. I can't express the delight I felt upon hearing of the Bay Point name change. I've followed the name change movement and was comforted to discover that so many other residents, over 80%, were also in favor. I 'm pleased to have the West Pittsburg MACs support in the Bay Point title, To be honest, I was surprised to discover, from MAC chairman Glen Williams, that West Pittsburg was not an official name. It seems that adopting the Bay Point name would present fewer obstacles than changing an official, existing, name.. In any case, as I stated earlier, an overwhelming percent of this community supports the Bay Point name. I know this first hand since I was involved in the petition drive that produced nearly 2,000 signatures in support of the change. I was pleased to see that my friends and neighbors all shared the same enthusiasm for positive change. I believe that no other single act, could have such a profound effectin projecting a positive image, provide a community identification and unify of boroughs& citizens. It is my understanding that there are no set procedures for adopting a name. As a citizen, I feel that I've done my part by providing my elected representatives tangible proof that this community is overwhelmingly in favor of the Bay Point name change. But one problem this on the move community doesn't have is a identity conflict, they know who they are, and where they're from, not some lost identity, unlike some of the Bay Point advocates, they don't have any sense of community pride, they are just plain embarrassed to be here or to say they live here, in West_ Pittsburg. You must build within the community, add to it not change the name for their lack of identity or embarrassment of this community. West Pittsburg will change as it has all along. I am a resident of West Pittsburg as of September 1991. We bought our new home here due to the affordability of the area, and have, until this time, wished we could pick up our beautiful home and place it in a town that had a more desireable reputation, 'not to mention a more palatable name. Even though . I have been- a resident for almost two years,' I was not made aware that "Pittsburg-" and "West Pittsburg" were two different towns ! They have the same name, essentially, and they have the same zip code! All my mail is addressed as "Pittsburg" and comes to me even though I live in "West Pittsburg" . There is no sign saying "You are entering West Pittsburg" . There is a Rotary Club sign on Willow Pass stating you are entering "Pittsburg" which only serves to confuse the rest of the community who live outside those limits. I attended the name change meeting in March and was glad to see how many residents want to change the name. 1 was equally apalled to see the four or five residents that were extremely loud, sometimes vulgar and quite uninformed about what the rest of us wanted. They obviously had never heard of Roberts Rules of Order as they , for the most part, were an embarassment to the rest of the group, due to their behaviour. As soon as they finally realized they were in the extreme minority, Lhey stormed out. All four of them. These same four were spouting off about issues other than the name change and seemed to have alot of hostility about their special interests not being heard. when they held their own meetings, so were using Brett Howard's forum to vent their anger about these special interests. It'was as if we were deciding whether to get rid of the drug and prostitute problem OR change the namel. If that were the case I too would have been quite vocal, but that wasn't the case. These four just didn't get it. Sure, West Pittsburg has other problems to contend with as well as the name, but that doesn't mean we shouldn't do anything! I applaud Brett Howard's initiative to start somewhere and work his way up. He handled the meeting beautifully, it was well organized and powerful and he got tough when he needed to and heard people out, on both sides with compassion and great diplomacy. He stood his ground and was prepared for every question and doubt. The fact is that we are an unincorporated community completely outside the amity Limits of Pittsburg. We do not receive police protection or anv other municipal services provided by the city of Pittsburg. West Pittsburg is perceived by many as nothing but a haven for drug dealing and prostitution. In fact, those activities occur in a very small portion of the community, primarily in the commercial section. The rest of the community is composed of thousands of everyday, hard working, law abiding citizens living in many new housing developments, as well as in beautifully maintained, established neighborhoods. The Bay Point name would help to dispel the incorrect perceptions of the community. It would give us our own identity. The name Bay Point has historical roots. The native Americans who first inhabited the area called it "Point of the Bay." During the years leading up to the Great Depression, the community was called Bay Point. Bay Point also accurately describes the main topographic feature of the area - a point overlooking the Suisun Bay and the delta, Bay Point is the perfect new name for our community.
