SUBJECT: OPEN PUBLIC HEARING ON COUNTYWIDE INTEGRATED WASTE MANAGEMENT PLAN
INCLUDING THE COUNTYWIDE HOUSEHOLD HAZARDOUS WASTE ELEMENT AND THE
COUNTYWIDE SOLID WASTE DISPOSAL FACILITIES ELEMENT
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Open Public Hearing on the Countywide Integrated Waste Management
Plan (CoIWMP) including the Countywide Household Hazardous Waste
Element and the Countywide Solid Waste Disposal Facilities Siting
Element;
Direct the Community Development Department to .circulate the CoIWMP
to the cities to begin the 90-day statutory consideration time
period; and,
Continue the Public Hearing to Tuesday, July 27, 1993 at 11: 00 a.m.
before the Board of Supervisors.
FISCAL IMPACT
None to the County General Fund. Costs for CoIWMP preparation,
printing and distribution, and completion are part of the AB 939
Tipping Fee and the County's Resource Recovery Fee budgets.
BACKGROUND/REASONS FOR RECOMMENDATIONS
In September, 1992 the Board of Supervisors considered the Draft
CoIWMP and circulated it for review and comment. The California
Integrated Waste Management Board (CIWMB) staff review of the Draft
CoIWMP showed no statutory deficiencies in the Draft CoIWMP and
only four regulatory corrections necessary. Comments were received
from a number of jurisdictions and agencies within the County and
have been addressed by changes within the CoIWMP or as part of the
letter responding to comments.

Due to the enactment of new State legislation, specifically AB
3001--Non Disposal Facilities, significant changes have been made
to the Countywide Solid Waste Disposal Facilities Element of the
CoIWMP, and the County and each city has prepared an additional
Element--the Non Disposal Facilities Element--to comply with State
statutory requirements. Completion of these additional Elements
complies with the CIWMB Resolution adopted on December 16, 1993 and
aimed at assisting all Contra Costa jurisdictions with the
completion and final review of our CoIWMP by the CIWMB.
The Contra Costa Integrated Waste Management Local Task Force (LTF)
has worked on the preparation of the CoIWMP for the past three
years. On May 19, 1993 the LTF completed its final review and
consideration of this CoIWMP and transmitted it to the Board of
Supervisors for action and circulation to the cities.
