HomeMy WebLinkAboutMINUTES - 05251993 - FC.2 FC, z F.2 TO: BOARD OF SUPERVISORS z Contra FROM: FINANCE COMMITTEE costa SUPERVISOR GAYLE BISHOP, CHAIR SUPERVISOR TOM POWERS County DATE: MAY 25, 1993 SUBJECT: AUTHORIZE WASTE COLLECTION FRANCHISE RATE REVIEW ANALYSIS SPECIFIC REQUEST($) OR RECOMMENDATION(S), & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Accept Finance Committee Report; Direct the Community Development Department to issue an Request for Proposal (RFP) to three firms which have had no prior rate review activities within Contra Costa County; the purpose of the RFP and contract will be to provide a comparison of rate setting processes and methodologies used by other jurisdictions; and Direct the Community Development Department to include in the contract recommendations for rate setting processes and methodology to be used considered by the Board of Supervisors. FISCAL IMPACT None to the County General Fund. Costs will be covered by Resource Recovery Fee budget. BACKGROUND/REASONS FOR RECOMMENDATIONS Scope of Work 1. To compare and analyze the four rate studies which have been prepared by Barakat and Chamberlin for the City of Richmond, Hilton Farnkopf & Hobson report for the Cities of Hercules and Pinole, Ernst & Young report prepared for the City of Concord, Deloitte & Touche report prepared for Contra Costa County. Prepare report based on the above comparison including recommendations to the Board of Supervisors for a rate setting process and methodology. Staff has had made inquiries on the scope and estimated costs with the following firms; Bartels & Wells, Cooper & Lybrands, and Price Waterhouse. Rough quotes have ranged from $15,000 to $22, 000. Additional work would increase the costs of these quotes. We have requested that the work be completed within five to six weeks. While this type of rate review study would normally be paid by the hauler as a pass through cost, to expedite the review and assure the scope necessary for the County's consideration of rate review issues is covered we intending to utilize funds within the existing .resource recovery/solid waste programs budget. In the past several months a number of rate studies have been prepared for various jurisdictions in the County. Questions have arisen on the part of some of jurisdictions and some haulers regarding the rate review methodology used.
