SUBJECT: Authorize Issuance of Purchase Order to Don and Mike's Sweeping, Inc. for Sweeping
Service for the 1993 Chip Seal Program

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
Authorize the issuance of a purchase order in the amount of $45,860 to Don and Mike's
Sweeping, Inc. of Campbell, CA for sweeping services required for the 1993 chip seal program.
II. Financial Impact:
Road funds in the amount of $45,860 are available for this planned activity.
III. Reasons for Recommendations and Background:
The placement of rock chip seal to resurface County roads is a long established routine
maintenance practice. In order to assure complete coverage of asphalt concrete applied to the
old road surface, excess rock chips are distributed and must be removed by sweeping. It is not
economical for the Public Works Department to own and operate the number of sweepers
necessary to support the chip seal program. Sweeping service has historically been procured
by purchase order.

The General Services Department's Purchasing Division solicited bids for the sweeping service
from a number of vendors. Bids were received from the following vendors in addition to the low
bidder, Don and Mike's Sweeping, Inc.
Universal Sweeping $ 54,660.
Wells Sweeping $ 60,368.
B.F.I. $ 89,500.
IV. Consequences of Negative Action:
The safety of the travelling public requires the timely removal of excess rock chips from newly
sealed roads. The County's chip seal program cannot proceed effectively without a vendor
furnished sweeping service.
