Martinez, Acting Executive Director DATE: May 25, 1993 SUBJECT: BOYS AND GIRLS CLUB OF EAST COUNTY 1993 OFF-SITE SUMMER RECREATION PROGRAM SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: APPROVE the Boys and Girls Club of East County 1993 Off-Site Summer Recreation Program proposal for the youth of E1 Pueblo, CA011005, Pittsburg, and AUTHORIZE allocation of. $10,000 from Comprehensive Improvement Assistance Program funding, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: Funding for this program is available in the Housing Authority's Comprehensive Improvement Assistance Program Fund. III. REASONS FOR RECOMMENDATION/BACKGROUND: This will be the second time the off-site summer recreation program proposed by the Boys and Girls Club of East County is offered to the youth of E1 Pueblo, CA011005, Pittsburg. As in 1992, the intent is to shuttle the participants from El Pueblo in the Club's 16 passenger van. This ten (10) week program, .which, should be a positive experience for the youth within the E1 Pueblo community, will begin on June 21, 1993. The program will serve approximately 32 of the youth from E1 Pu"eblo daily. The proposed funding for this ten week summer program is $10,000. Funding for the program is available through the Housing Authority's Comprehensive Improvement Assistance Program. At its Regular Meeting on Monday, May 17, 1993 the Advisory Housing Commission voted to recommend approval of the Boys and Girls Club of East County 1993 Off-Site Summer Recreation Program proposal for the youth of El Pueblo and to allocate $10,000 in Comprehensive Improvement Assistance Program funds for the operation of the program. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve the expenditure of $7,417 from Housing Authority's Comprehensive Improvement Assistance Program to authorize the 1993 off-site summer recreation program, the youth of El Pueblo will be deprived of a program which provides recreational , educational and social activities to its participants. The Boys & Girls Club will provide the following opportunities for the youth of the housing project: 1. Transportation: to and from the E1 Pueblo Housing Project to the Boys & Girls Club. 2 . Social/Emotional Growth: children will advance in good self-image and social/emotional growth through sharing and interaction with other children in solving conflict. 3. Recreation: through physical recreation programs the children will develop physical health which will promote mental health and higher self-esteem. The program will also reflect parentinvolvement with help available in the following areas: 1. Health 2. Mental Health 3. Child Care 4 .
