SUBJECT: Computer Equipment and Software Request
Attached are three purchase orders for computer equipment and software for our
Intergraph system. Also attached is a short paper by Jim Morton discussing why we
need the equipment and software and an appropriation adjustment request to increase
our capital purchase budget.
All of our department's drafting and engineering design work is now performed on the
Intergraph System including the County parcel base map. Due to the number and size
of the computer files, we are using on an hourly basis, our existing system is overloaded.
This has resulted in four file crashes in the past two months. We are spending an
excessive amount of labor dollars recovering files and making room in the computer
system by temporarily removing files. Portions of some of the files lost due to a disc
crash are not recoverable. This data has to be redeveloped by our engineers and
technicians at additional project cost.
When the above equipment is operational, we plan to discontinue our maintenance
contract on the VAX and several of the older, obsolete computers. This will result in a net
annual savings of at least $24,500. The annual maintenance costs for the older
equipment exceeds the value of the equipment; however, until we get the new equipment
operational, we can not afford to have the old equipment cease functioning.
These purchase orders are funded from the Intergraph System account. The current
balance is over $182,000. The three purchase orders total $173,180.
In summary, the paramount reasons for purchasing the above equipment are to save the
excessive labor costs associated with operating a computer at 110 percent of capacity
and to permit the use of GIS in completing our various projects, i.e. stormwater utility
charges, NPDES pollutant loadings, project tracking, street facility inventories, FIA
mapping, etc.
Please approve the attached purchase orders and secure the necessary freeze
exemption.

Intergraph System Expansion Request

The Public Works Department's Intergraph C.A.D. /G.I.S. system needs to be expanded
in order to meet the current demands being placed on the system by the everyday
operations taking place at Public Works. All engineering design drafting and base-
mapping is being performed on the Intergraph system. This demand on the system has
exhausted all of our mass storage space. Currently, in an attempt to meet the needs of
the Engineering Design department and maintenance of the county basemap / G.I.S.,
we*are having to shuttle data back and forth from tape to the various system disk drives
in order to meet the daily work file requests. Processing these daily file requests ends up
occupying most of one of the systems programmer's daily time. Presently this person has
been so occupied with these file duties that he has been very limited in performing his
regular assigned tasks. In short, the system has grown beyond its capacity and needs
expansion.
For proper file management, we would like to expand the systems' capacity by adding a
second.File Server to the system. This additional server would allow us to separate the
storage of the Intergraph files by their basic nature. Engineering design files would reside
on one file server, while the county basemap file would occupy the other. This separation
would also reduce the risk of data loss in one department if a systems failure occurs in
the other. We have estimated the required capacity of this new file server to allow us to
run a G.I.S. model of the county while maintaining the basemap files on an on-going
basis. In addition to this second file server, we would also propose to add to the systems
software and explore further use of P.C.'s with the Intergraph system.
We have on staff 3 full time systems programmers. However, presently we have only one
license for some of the now more widely used G.I.S. software. The software license
restricts its use to one programmer or operator at any time. By adding a second license
and another workstation, we will be able to distribute to the CAD operators more of the
routine G.I.S. tasks without limiting the full time programmer's ability to develop G.I.S.
processes. We would also propose to purchase the P.C: G.I.S. software that Intergraph
offers as a lower cost option for more simple G.I.S. functions, like map overlays and
merges.
The Ofacle database has been evaluated by Public Works as a single replacement to
Informix, on the Intergraph, and RBase on the P.C. side. Oracle offers transportability
between the Intergraph system and the P.C. This transportability will permit a G.I.S.
development to take place both on P.C.'s and the UNIX workstations without complex
translations. Also, Oracle is a very fast database product such that the databases with
the 300,000 land parcel records loaded would perform with much fewe hassles than we
currently are experiencing in RBase. ��
The final streamlining item to this system expansion would be to place an_.11"X-17" laser
printer on the C.A.D. network. An 11" X 17" laser printer can allow us to print 600" scale
